The Business Area Manager reports directly to the Business Director or Vice President of the Capability “K” Team. The Business Area Manager is Quantech’s onsite leadership with management accountability for Tactical Execution for one large business area or multiple small business areas. The business area typically focuses on one geographic location. Responsibilities include: Business Development, Contract Performance & Execution; Customer Relations; Financial Execution (Revenue, Profits, and Indirect Budgets); Team Employee Management and Relations (Recruitment, Performance, Recognition, Mentoring, Time & Expense); Corporate Taskings; and Performance Metrics.
Responsibilities could include:
Business Development (BD)
· Responsible for supporting the Director or VP in developing and implementing Tactical and Strategic Plans for Business Region or Business Area
· Support the Development of Capture Plans and Bid-No-Bid for Specific Contract Opportunity
· Customer Calls and Teaming Meetings to brief qualifications and assess opportunity and teaming structure
· Support Director or VP to develop NDA and Teaming Agreements
· Support Director or VP in attending Industry and Customer events for corporate marketing/relationship building
· Assist in the Proposal Management Process and as a proposal manager, Volume Lead, Author, or Reviewer
· Prepare Past Performance and Resume/Technical write-ups for proposal process
Contract Performance & Execution
· Requires technical expertise to support SOW/PWS or customers objectives
· Responsible for preparing for submittal to the Director or VP Contract Requirements per the PWS, SOW, Transition Plan, CDRLs, SDS (Performance Metrics)
· Review and advise Operation Teams on approval of Contract and Contract Mods for signature
· Support the quality of contract/financial information loaded into corporate databases
· Prepare Contract CDRL requirements and timely and quality delivery to customer
· Support the Director or VP in development of staffing plans and labor category qualifications to execute contracts
· Support the Director or VP for quality and timely information loaded to corporate databases for all contracts
Customer Relations
· Provide primary interface with customer for all actions and problem resolution
· Identify and report all customer complaints to Director or VP for input to Quantech’s QMS and Quality Manager
· Provide and promote outstanding customer support
· Distribute and coordinate customer surveys
· Receive Outstanding CPARS and customer surveys
· Customer interface for baseline and baseline growth and execution
Financial Execution (Revenue, Profits, and Indirect Budgets)
· Support Director or VP in preparing annual submittal and quarterly updates for revenue projections
· Review and provide financial input data for corporate databases
· Support the Director or VP in preparing Department Budgets Submittals and monitor actual cost
· Review Invoices and provide comment back to CFO organization monthly
· Recommend to Director or VP Labor Category and Rates for existing and new positions to optimize revenue and profit
Team Employee Management and Relations (Recruitment, Performance, Recognition, Mentoring, Time & Expense)
· Responsible for Team’s mentoring, goals, training, morale, and personnel issues
· Supporting Director or VP working with HR on recruiting process: Preparing open requisitions, search and interview for candidates, attend Job Fairs, Recommend for hire as required
· Responsible for Time and Expense Reporting for the Team. Including approving time cards, PTO, and Expenses.
· Supporting Director or VP on working with HR on Personnel issues including consultation, reward, discipline, and termination. Work with HR to develop Performance Improvement Plans (PIPs) as required
· Support Director or VP in Preparing and performing Performance Reviews and feedback
· Review and advise employee on Self Evaluations and submit to HR
· Provide required Personnel feedback/career assessments throughout the year on a regular basis
· Schedule and lead team meetings at a minimum monthly
· Communicates with all team members and keep management updated
· Work closely with all O, X and K teams to accomplish Quantech’s goals

Corporate Taskings
· Prepare corporate resume and coordinate team submittals

Direct Work Focus:
Cost Estimation & Analysis Support
· Develop, maintain, and update credible, defensible, and replicable cost estimates for all programs in the Division’s portfolio in any phase of the acquisition life cycle
· Develop, maintain, and update credible, defensible, and replicable cost estimates for software related components of all programs leveraging source/logical/physical lines of code, programming productivity and maintainability, code growth, engineering updates, capability insertion in accordance with the applicable program documents (e.g., Cost Analysis Requirements Description) and the applicable policies and guidance
· Develop, analyze, reconcile, and/or assess Program Office Estimates, Single Best Estimates, Independent Cost Estimates, Independent Cost Analyses, Sufficiency Reviews, Cost Excursions, Rough Orders of Magnitude, Service Cost Positions, Program Contractor Cost Estimate, Program Executive Officer Estimates in support of annual Program Objective Memorandum (POM) submissions, Should Cost Estimates, Independent Program Assessments, Milestone Cost Estimate Reviews, Interim Program Cost Estimate Reviews, and “what-if” Cost Estimates
· Support development, creation, integration, and correlation of briefings charts.
· Support all cost related activities associated with contract award activities – Acquisition Planning, Draft RFP Release, ESIS, ASP, RFP Release, Technical Evaluation, Source Selection, Contract Negotiation, etc.
· Create Business Case Analyses, Cost Benefit Analyses, and Economic Analyses
· Use prescribed standardized/specialized software applications such as ACE-IT, SEER, and PRICE; and apply data from Government-approved published databases
· Possess knowledge of all applicable cost policies and guides – DoDI 5000.73, AFI 65-508, GAO Cost Estimating and Assessment Guide, JA CSRUH, etc.
· Assist in the development of Program Work Breakdown Structures as required and evaluate approved Contract Work Breakdown Structures to ensure and maintain compliance with Military Standard 881F, Defense Cost and Resource Center, Office of the Secretary of Defense/Cost Assessment and Performance Evaluation requirements
· Support the preparation of Program Office Technical Baselines and Cost Analysis Requirements Descriptions (CARDs) as applicable; ensuring completeness and consistency with other program documents
· Support development, review, and update of all cost related tasks/suspenses, staff packages, and action items
· Assess program performance, cost, and schedule risk as applicable to the cost estimate and appropriately factor any risk and uncertainty into the cost estimates
· Analyze program contractor cost estimates to ensure consistency with Government cost estimating procedures; analyze the contractor BOEs, crosscheck WBS elements or cost drivers
· Provide cost related support to accomplish required Acquisition Reporting, to include, but not limited, to the Monthly Acquisition Report (MAR), the Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Acquisition Program Baseline (APB) and Program Management Reviews (PMRs).
Data Analysis & Research Studies Support
· Analyze historical data and develop analogies and Cost Estimating Relationships (CERs) using regression analysis
· Understand technology trends and analyze impacts on cost
· Develop risk and uncertainty distributions for cost driver variables and Cost Estimating Relationship (CER) equations
· Study, analyze, and develop metrics for complex, modern software development programs
· Build complex spreadsheet-based program cost models used as decision analysis tools
· Apply statistical concepts to quantify the probability of success for program budget and schedule plans
· Document, identify, and record all data/information required for the development of the cost estimates to include methodologies, assumptions, Cost Estimating Relationships (CERs), inflation rates, growth factors, risk factors, uncertainty factors, program dates, program milestones, etc.
Tools / Technical Proficiency: Advanced Microsoft Office proficiency and demonstrated experience with Government acquisition, program management, financial management, and task-management systems. Preferred. ACEIT, SEER, PRICE, PMRT, CCaR, EDA, AFTOC, TMT, SharePoint, Power BI, or comparable Department of the Air Force acquisition and program management tools.
Job Requirements
Education Required: Master’s degree is desired. Bachelor’s degree in related area required (Management, Business, Economics, Finance, Operations Research Analysis, Accounting, Mathematics, Science, Technology, Engineering, Statistics, or Cost Estimating/Analysis. Must have 24 semester hours of quantitative analysis, including at least 3 semester hours of Calculus.
Years of Relevant Experience: At least 12 years of experience in DoD industry/government, military service related to Quantech’s core business and performing cost estimating activities for Information Systems, Radars, Aircraft, and/or Spacecraft commodities and at least 5 years managing professional consulting service contracts.
Security Clearance: Must be able to obtain and maintain a DoD security clearance as required
Location: Colorado Springs, CO; alternate duty location possible with Government concurrence.
Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations.
Salary Range: $160,000 - $190,000
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.
Physical Demands:
This is largely a sedentary role mostly sitting; however, some filing may be required. This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
Mental Demands:
Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
