Job Description

Duties

  • Analyze historical spending trends to project future resource needs.
  • Draft narrative justifications to defend budget requests during higher headquarters reviews.
  • Initiate reprogramming actions to optimize fund utilization.
  • Brief senior leaders on budget deviations, execution rates, and funding shortfalls.
  • Recommend corrective courses of action to resolve fiscal discrepancies.
  • Review commitment, obligation, and expenditure document to prepare assoicated reports.
  • Utilizes financial systems to distribute funds, perform accounting reconciliation, and correct unmatched disbursements.

  • This position requires the incumbent to obtain and maintain a DoD Financial Management (FM) Certification Level 2 within two years of being appointed.

Specialized Experience: One year of specialized experience which includes manage full-lifecycle program budgets from formulation to execution; provide regulatory guidance to management regarding the availability of funds; utilize automated enterprise financial databases to certify funding, perform fund reconciliation, and maintain audit readiness; and prepare reports related to the status of funds, expenses and obligations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
