Job Description
Old Harbor Solutions, a subsidiary of Three Saints Bay and a Federal Contracting leader is seeking a Senior Contract Administrator Support position to join our team in Dahlgren, VA.
Responsibilities:
Support pre-award and post-award contract administration activities across a variety of contract types
Assist Government acquisition personnel with market research activities, including Requests for Information (RFIs), organization of responses, and documentation of findings
Review acquisition packages for adequacy, completeness, consistency, and compliance with applicable regulations and policies, and recommending revisions as appropriate
Research and provide recommendations on contract types, acquisition approaches, and interpretation of contractual issues
Prepare contract actions in the designated Department of the Air Force (DAF) contract writing system
Support preparation of classified and unclassified contract actions in accordance with Government procedures
Assist in the development of solicitation documents, including selection of appropriate provisions and clauses and verification of required attachments
Support contract performance monitoring through review of progress reports and contractor metrics for compliance with contract requirements
Prepare contract modifications, including changes to technical requirements, incremental funding actions, quantity adjustments, and option exercises
Assist with cost and price analysis and prepare supporting documentation, including negotiation memoranda
Prepare acquisition documentation requiring formal review and support timely approval in accordance with acquisition schedules
Assist in responses to agency, audit, appeal board, congressional, and Freedom of Information Act (FOIA) inquiries, as required
Requirements:
Must be a US Citizen
Must be able to pass a pre-employment background check
Active Top Secret Clearance
Full time on site work in Dahlgren, VA
Bachelor's degree with a minimum of 24 semester credit hours in Business Administration, Public Administration, Contract Law, Accounting, Finance, or a related field.
A minimum of: Three (3) years of experience as a Department of the Air Force (DAF) Contract Specialist, or Five (5) years of experience as a Contract Specialist within the Federal Civil Service or active-duty United States Armed Forces.
DAF Contracting Professional Certification, or legacy Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification (or equivalent).
