One year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following type of duties: 1) Developing and implementing strategic, long-term operational plans and leading institution-wide administrative programs, facilities, financial/business operations, and support services; 2) Providing executive-level advice and strategic recommendations to senior leadership on organizational performance, resources, policies, and operational priorities; 3) Overseeing contracts, agreements, procurements, infrastructure assets, and allocating personnel and financial resources across multiple organizational functions; and 4) Leading cross-functional initiatives involving senior executives, academic faculty, external stakeholders, and providing direct supervision through subordinate supervisors and managers.
