Job Description
Old Harbor Solutions, a subsidiary of Three Saints Bay and a Federal Contracting leader is seeking a Journeyman Contract Administration Support position to join our team in Dahlgren, VA.
Responsibilities:
Support pre-award and post-award contract administration activities across a variety of contract types.
Assist with market research activities, including preparation of Requests for Information (RFIs), organization of responses, and documentation of findings.
Review acquisition packages for adequacy, completeness, consistency, and compliance with applicable regulatory and procedural requirements.
Provide recommendations to the Government regarding contract type, acquisition approach, and interpretation of contractual issues.
Prepare contract actions in the designated Department of the Air Force (DAF) contract writing system.
Support preparation of classified and unclassified contract actions in accordance with Government procedures.
Assist in the development of solicitation documents, including selection of appropriate provisions and clauses and verification of required attachments.
Support monitoring of contract performance through review of progress reports, contractor metrics, and compliance with contract terms and conditions.
Prepare contract modifications, funding actions, administrative changes, exercise of options, and changes to technical requirements.
Assist in cost and price analysis of proposals, including preparation of supporting documentation for price negotiation objectives and negotiation memoranda.
Prepare acquisition documentation for review and approval, ensuring compliance with applicable laws, regulations, and acquisition timelines.
Support responses to inquiries, including interagency coordination, audit responses, and congressional or external requests, as directed by the Government.
Prepare correspondence, memoranda, reports, and other documentation in support of contract actions.
Perform contract closeout activities, including preparation of closeout documentation and file management in accordance with FAR.
Track and manage acquisition and funding documentation, including purchase requests, MIPRs, and associated records through contract award.
Maintain and update Government contract data systems, including data entry, status tracking, and document management.
Requirements:
Must be a US Citizen
Must be able to pass a pre-employment background check
Active Top Secret clearance
Full time on site work in Dahlgren, VA
Bachelor's degree with at least 24 semester credit hours in Business Administration, Public Administration, Contract Law, Accounting, Finance, or a related field
A minimum of either: Three (3) years of experience as a Department of the Air Force Contract Specialist, or Five (5) years of experience as a Contract Specialist within the Federal Civil Service or active-duty United States Armed Forces
DAF Contracting Professional Certification, DAWIA Level II certification, or equivalent certification
