Job Description

Systems Engineer SME

Location: Joint Base Anacostia-Bolling (JBAB), Washington, DC, or Wright-Patterson AFB, OH

Clearance: Active TS/SCI with SAP eligibility

Travel: Up to 25%

Position Overview

MTSI is seeking a highly experienced Systems Engineer SME to support a high visibility Air Force customer at JBAB or Wright-Patterson AFB. The Systems Engineer SME will provide advanced systems engineering, program management, and acquisition support to the Government Team Lead, enabling effective decision-making across aerospace, command and control (C2), and computing-related technologies and programs.

Responsibilities

• Provide engineering support to program management activities for a USAF acquisition program, including developing program objectives, integrated roadmaps, detailed schedules, and budget inputs.

• Support creation of technical documents such as statements of work, specifications, leadership briefings, and specialized engineering briefs.

• Analyze contractor proposals (as permitted by law/regulation) and provide engineering support throughout design, integration, testing, and execution.

• Apply integration, communication, coordination, and planning expertise to R&D, acquisition, and cross disciplinary technical activities.

• Plan and manage critical aspects of system and subsystem development, including cost, schedule, and performance.

• Assist with milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation.

• Gather data and conduct analysis, evaluation, and validation of acquisition program documentation.

• Support compliance with JCIDS processes, CONOPS development, architecture views, security accreditations/certifications, acquisition reporting, PM agreements, and MOAs.

• Ensure compliance with applicable statutory and regulatory guidance.

• Assist in developing acquisition strategies, early capability development strategies, project plans, and transition plans for Program Executive Office execution.

• Develop integration plans and procedures, organize resources, and support program transition activities.

• Develop and communicate roadmaps for programs, technologies, and associated product lines.

• Build and maintain influential relationships with customers, suppliers, and stakeholders.

• Work independently and collaboratively within engineering, program management, and security teams.

• Operate across multiple networks and classification levels while adhering to all security requirements.

Required Experience

• 20+ years of relevant engineering experience, including:

- 15+ years supporting a systems program office or similar organization

- Experience working on classified and/or SAP programs

• Ability to independently execute high level tasks, thrive in dynamic environments, and effectively collaborate with SES leaders and senior military officers.

• Proven coordination skills with internal and external organizations.

• Proficiency with Microsoft Office (Word, Excel, PowerPoint, Project, Teams).

• High proficiency in engineering tools such as Cameo and DOORS.

• Ability to quickly learn new tools and adopt digital engineering practices.

• Knowledge of military platforms, systems, and operations.

• Experience using collaboration tools such as Confluence and/or Jira.

• Excellent oral and written communication skills with the ability to translate technical needs into clear documentation.

Preferred Technical Experience

• Strong understanding of RF and communications systems (e.g., Link 16, SATCOM, tactical data links).

• Cloud and enterprise IT experience, including secure, scalable cloud and hybrid environments supporting C2 and EW systems.

• Hands on experience supporting or implementing EW systems, secure communication protocols, and advanced tactical communications networks aligned with modern C2 frameworks.

Required Education

• Bachelor's degree in engineering, mathematics, physics, or related technical field

• Master's degree required

Desired Knowledge Areas

• Networking, communications, C2 systems, and datalinks

• DoD acquisition regulations, Federal Acquisition Regulations (FAR)

• Air Force Life Cycle Management Center (AFLCMC) frameworks, directives, and policies

Security Clearance

• Current TS clearance with eligibility for TS/SCI and SAP access

• At least 12 months of SAP experience within the past 3 years

Compensation

Pay range: $150,000 - $270,000 annually. Final compensation is based on contract requirements, experience, skills, market location, and other factors.
