Duties

The United States Space Force (USSF) at Randolph AFB, San Antonio, Texas is searching for a Chief, Certifications Management Branch to support The Enterprise Talent Management Office (ETM) and Talent Management System (ETM/TMS), (NH-0301-04, GS 14/15 equivalent).

Daily, you will direct cutting-edge transformation programs aligned with senior defense leaders, using agile frameworks like Scrum, Kanban, and PMP® to deliver high-value IT and business solutions. You will navigate budgets, map long-range staffing, and master Department of the Air Force workforce programs, including SEIs, DCWF, and APDP codes, to help ensure that Guardians are ready for missions.

The ideal candidate will have an expert-level background in talent management and project management, particularly within a military context.
Background and Experience:
  • Minimum 5-7 years of leadership experience in a Department of War (DoW) or Department of the Air Force (DAF) environment. (desired)
  • Proven track record managing direct-support acquisition programs (accounting for 51%+ of operational time).
  • Experience supervising civilian/military personnel, managing budgets, and resolving organizational grievances.
Knowledge, Skills & Abilities:
1. Project Management: Project Management Professional (PMP®), Certified ScrumMaster (CSM), or PMI Agile Certified Practitioner (PMI-ACP).
2. Skill in planning, organizing, and leading projects and team studies.
3. Knowledge of military classification, promotion, development and performance management programs, objectives, policies, procedures, and/or requirements in parallel business and industry organizations to oversee, develop, and administer services.
4. Master level skill in planning, developing, and directing programs to include gathering facts, evaluating program needs, and adjusting to accommodate program/service changes within existing resources without sacrificing quality/quantity.
5. Strong ability to plan and organize the efforts of a geographically dispersed, multi-person, staff by integrating efforts across various technical disciplines, coordinating with internal and external organizations, and effectively utilizing available resources to establish, execute and maintain multiple projects.
6. Mastery-level knowledge of emerging developments in individual and organizational behavior sufficient to solve novel and obscure problems; to extend and modify existing techniques; and skill in developing new approaches to be used throughout USSF and DoW in developing improved organizational outcomes.
7. Mastery level skill in developing, analyzing, interpreting, and summarizing data sufficient to advise USSF and DOW leadership on trends with respect to organizational outcomes.
8. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. Skill in enthusiastically and confidently expressing a vision that offers followers meaning and purpose; actively modeling the values that underlie the mission.

  • Must be able to obtain and maintain a Secret clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Subject to Temporary Duty Assignment (TDY): Approximately 35 days per year.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • PCS is authorized. Incentive is not authorized.
  • This position is eligible for teleworking. Schedule and percentage will be determined by leadership, employee and situation.
