This position is for a Chemical Security and Elimination Subject Matter Expert (SME) focusing on improving the chemical security capabilities of partner nations. The SME’s role integrates technical acumen, interagency coordination, and programmatic assistance to inform policy, acquisition, and operational decision making. Responsibilities include requirements definition, capability assessment, and sustainment planning for chemical security, elimination, and incident response programs. The SME ensures alignment with National Defense Strategy priorities, Combatant Command plans, and GTR objectives through rigorous evaluation, strategic integration, and technical oversight.

Qualifications
This position is for a Chemical Security and Elimination Subject Matter Expert (SME) focusing on improving the chemical security capabilities of partner nations. The SME’s role integrates technical acumen, interagency coordination, and programmatic assistance to inform policy, acquisition, and operational decision making. Responsibilities include requirements definition, capability assessment, and sustainment planning for chemical security, elimination, and incident response programs. The SME ensures alignment with National Defense Strategy priorities, Combatant Command plans, and GTR objectives through rigorous evaluation, strategic integration, and technical oversight.
- Conducts chemical response capability assessments of foreign partners, identifies strengths and deficiencies to support DTRA clients, and aid in the advancement of country projects.
- Responds to real-time technical, chemical security related questions and requirements by DTRA clients and foreign government partners, including but not limited to, chemical detection, chemical field analysis, sampling operations, decontamination processes, and chemical warfare agents.
- Supports programmatic documentation and metrics development for the Office of the Secretary of War and DTRA, including spend plans, POM inputs, and performance metrics.
- Supports country assessments and validation of project metrics on a recurring basis.
- Conducts chemical security vulnerability assessments and training need analysis.
- Advises DTRA clients on strategy development, acquisition planning, and sustainment approaches.
- Develops and/or reviews statements of work, work breakdown structures, independent cost estimates, source selection criteria, and technical evaluations of contractor proposals.
- Develops sustainment and transition frameworks that ensure enduring partner-nation post-implementation.
- Provides quality staff products to support decision making (e.g. papers, action memos, talking points, and briefings).
- Interacts with U.S. Government personnel, other contractors, and in-country representatives to include foreign governments.
- Writes technical comments, reports, and deliverables which convey critical information/findings/actionable recommendations while being cognizant of intended audience.
- Coordinates logistics requirements for travel.
- Coordinates with project analysts to support technical aspects of project management.
- Develops, coordinates, and/or contributes to trip books and after action and trip reports for all work-related travel.
- Ability to be 100% on-site in Lorton, VA.
- Ability to travel ~25% OCONUS to support project execution.

- Demonstrate a basic understanding of chemistry fundamentals (Basic CBRN Defense School, Basic EOD Technician, Hazmat Technician).
- Familiarity of theory/operation of CBRN Detection and Identification Systems (to include but not limited to IMS, PID, FTIR, Raman, GC/MS, LC/MS, etc.).
- Familiarity with CWAs (to include 4th Generation Agents), Pharmaceutical Based Agents, emerging threats, and delivery systems.
- Ability to integrate chemical safety, security, and elimination disciplines into operational readiness frameworks and risk management plans.
- Demonstrated capability to prepare relevant instructional content and conduct review of products/training materials.
- Proficient in staffing processes and able to assimilate and analyze information, develop products to support decision-making.
- Experience writing technical comments, reports, and deliverables which convey critical information/findings/actionable recommendations while being cognizant of intended audience.
- Demonstrated ability to write for senior leaders.
- Demonstrated attention to detail, excellent communication on all matters related to client delivery and professional accountability, critical thinking, and problem-solving ability.
- Proficient with Microsoft Office Tools.
- Ability to work independently and collaboratively.
- Must be eligible or currently hold a Department of Defense SECRET clearance
Preferred Qualifications
- 10+ years of relevant/related (CWMD/CBRN) experience and/or education.
- Demonstrate an advanced understanding of chemistry fundamentals (Civil Support Team, Master EOD Technician, Hazmat Specialist).
- Formal operator training of CBRN Detection and Identification Systems (to include but not limited to IMS, PID, FTIR, Raman, GC/MS, LC/MS, etc.).
- Demonstrable or working knowledge of CWAs (to include 4th Generation Agents), Pharmaceutical Based Agents, emerging threats, delivery systems, and Chemical Forensics.
- Experience working with and interagency coordination with the Department of Defense, Department of Homeland Security, US National Laboratories, etc.
- Experience working with international partners and international organizations on implementing U.S. government programs to reduce nuclear, chemical, or biological.
- Understanding of United States and international Regulations relevant to transportation of dangerous goods (IATA, CFR 49, ADR 2019, etc.) and international industry best practices and standards in chemical security.
- Department of Defense TOP SECRET/SCI eligibility.
