We are seeking an experienced Acquisition Management Support Specialist to provide direct acquisition and contract management support to the Submarine Acoustics Systems Acquisition Manager and Contracting Officer’s Representatives (CORs) within the PMS 401 program office.
## Position Overview
The Acquisition Management Support Specialist will support the full acquisition lifecycle, including acquisition planning, procurement request (PR) package development, solicitation preparation, source selection support, contract award, and post-award contract administration.
The successful candidate will work closely with program management, engineering, finance, contracting, and technical subject matter experts to ensure acquisition actions are timely, compliant, well-documented, and aligned with program requirements.
This position requires strong knowledge of federal acquisition processes, excellent organizational and communication skills, and the ability to manage multiple priorities in a fast-paced DoD environment.
Key Responsibilities
- Coordinate with technical SMEs to develop and maintain Statements of Work (SOWs), Performance Work Statements (PWSs), and Contract Data Requirements Lists (CDRLs) that are clear, testable, and traceable to program requirements.
- Develop and coordinate Procurement Request (PR) packages, including funding documentation, Technical Instructions (TIs), and applicable justifications and approvals.
- Support acquisition planning, market research, **Independent Government Cost Estimates (IGCEs), acquisition strategies, and risk/issue tracking.
- Assist with preparation of solicitation documentation, including SOW/PWS, Section L/M inputs, evaluation materials, and source selection documentation.
- Compile and coordinate solicitation questions and answers (Q&A) and support contracting officers throughout the acquisition process.
- Track approvals, reviews, milestones, dependencies, and action items to support the timely release of solicitations and amendments.
- Monitor contractor performance and deliverables against Technical Instructions, level of effort (LOE), and periods of performance (PoP).
- Analyze contractor funding and man-hour CDRLs and identify potential performance, funding, or schedule issues.
- Support contract modifications, option exercises, change management, CPARS inputs, invoice reviews, and contract closeout activities.
- Maintain acquisition and contract databases, trackers, dashboards, and action logs.
- Develop weekly and monthly status reports and respond to PMS 401, NAVSEA, and PEO data calls.
- Maintain audit-ready acquisition records, document libraries, and version-controlled files using **Microsoft SharePoint and Teams.
- Participate in Integrated Product Team (IPT) meetings, Program Status Reviews (PSRs), technical interchange meetings, and contract management reviews.
- Brief program leadership and stakeholders regarding schedule, cost, funding, performance, and acquisition impacts.
- Serve as a liaison between program management, engineering, finance, contracting, and other stakeholders to resolve acquisition and contract-related issues.
- Ensure acquisition actions comply with applicable FAR, DFARS, NMCARS, NAVSEA, PEO, and program guidance
- Support Acquisition Management System (AMS) processes and enterprise tools, including applicable PIEE/WAWF functionality.
- Track CLIN/SLIN funding, periods of performance, action milestones, and required acquisition artifacts.
- Draft and review Technical Analysis Reports (TARs) in support of OEM proposal evaluations.
- Support additional acquisition and program management activities as required.
Required Qualifications
- Bachelor's degree.
- 5+ years of contracting or acquisition support experience, including experience developing or modifying contracts, Technical Instructions, SOWs/PWSs, and CDRLs.
- Demonstrated knowledge of FAR, DFARS, and federal acquisition planning principles.
- At least 2 years of project or program management experience supporting DoD or Navy programs.
- Strong proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and Teams.
- Experience developing and maintaining structured trackers, dashboards, and acquisition documentation.
- Excellent written and verbal communication skills with the ability to brief leadership and communicate effectively with technical and program stakeholders.
- Strong organizational skills and attention to detail.
- Ability to independently manage multiple priorities, deadlines, and acquisition actions in a fast-paced environment.
- Ability to work effectively both independently and as part of a cross-functional team.
- Ability to support both planned and ad hoc meetings across multiple timeframes.
- Active Secret security clearance required.
Preferred Qualifications
- Experience managing Procurement Requests (PRs) through AMS or other PR management systems.
- Familiarity with PIEE/WAWF and post-award contract administration.
- Experience supporting NAVSEA submarine program offices, undersea systems, or acoustics-related programs.
- Experience serving as a technical acquisition writer for the U.S. Navy or other DoD organizations.
- DAWIA, FAC-C, or related acquisition training/certifications.
- Familiarity with Navy acquisition processes and program office operations.
