Specialized Experience: One year of specialized experience which includes: 1) Experience in program and project management involving interagency, civil works and/or military construction; AND 2) Experience analyzing and interpreting complex resource requirements for program accomplishment; AND 3) Experience managing and executing budgets within a program, programs and/or across multiple projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

- Outlines objectives to be achieved for execution of studies and projects, establishes team workplan, and resolves priority conflicts.
- Gives advice, counsel, or guidance to subordinate team members on both work and administrative matters.
- Reviews and approves schedule and cost change requests and technical correspondence to ensure compliance with the latest policy.
- Supervises subordinates consisting primarily of engineers, architects, program managers, project managers, etc.
- Confers with other senior NWO staff managers to develop NWO position on critical policy issues with regional or national significant; provide management guidance and direction.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive with Secret access security clearance for the duration of employment in this position.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has been designated as performing Project and/or Program Management functions. Program and Project Managers are required to achieve, at minimum, Level 1 CDP internal qualification.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
