Job Description

Duties

  • Responsible for cost, scheduling, and performance in all phases of the assigned programs to include requirements definition, development, testing, qualification, acquisition, fielding, and sustainment.
  • Establishes program technical parameters and associated budget estimates and manages program execution within authorizations.
  • Serves as a technical leader, providing technical direction to a group of positions (core, matrix, and contractor personnel), which involve various areas of systems engineering and international expertise.
  • Serves as principal representative at high-level conferences and meetings with agency heads and representatives outside the agency.

  • This is a Security Cooperation Workforce (SCW) position. Selectee must meet position requirements for Expert/Advanced level certification within two (2) years, along with 80 hours of continuing education every two years.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement for Practitioner certification in Program Management within 60 months of entrance on duty.

Specialized Experience: One year of specialized experience is defined as: 1) Developing programs such as international defense acquisitions, Foreign Military Sales (FMS), and security cooperation; 2) Monitoring program functions such as cost, schedule, performance, risk, product delivery; 3) Coordinating with cross-functional stakeholders; and 4) Briefing leadership with recommendations to resolve program status report issues This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).

  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
