In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210
EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: provides advice, guidance, and recommendations to management and other technical specialists on critical IT issues; apply new IT developments and applications, technical concepts and solutions through effective oral and written communications in IT environments; able to communicate complex technical requirements to non-technical personnel, design, develop, and manage secure systems that meet evolving business mission requirements, and enhance or optimize the existing IT landscape and IT architecture; translate complex technical concepts into actionable insights for non-technical stakeholders.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of IT systems architecture principles to design, develop, secure, and manage the data systems and pipelines that enable mission-critical activities. Skill in managing the full lifecycle of complex, technology-focused projects, from requirements gathering to deployment and maintenance. Ability to serve as a technical authority on the systems providing the Common Operational Picture (COP), identifying and resolving deficiencies in system performance and data integrity to ensure mission success.
2. Advanced knowledge of data application development and visualization platforms (e.g., Microsoft Power BI) to architect, govern, and administer an enterprise-level analytical environment. Proven ability to engineer front-end data models and develop applications and dashboards that translate complex data into actionable insights for strategic decision-making. Skill in prototyping and deploying data-driven solutions that support institutional effectiveness.
3. Comprehensive knowledge of IT strategic planning principles to develop and maintain an enterprise-level technology modernization roadmap. Expert ability to translate strategic organizational goals into technical requirements and architectural designs. Skill in evaluating the technical feasibility of integrating emerging technologies (e.g., AI/ML) and developing long-range implementation plans that align with DoD/Air Force IT standards and programming requirements.
4. Skill in leading cross-functional technical teams and fostering collaboration between IT specialists and functional stakeholders. Demonstrated success in leading collaborative technology projects with senior-level partners, acting as the primary technical representative for the organization. Proficient in facilitating technical working groups to architect solutions that align with strategic objectives and enhance institutional collaboration.
5. Extensive experience in IT resource management, including providing technical oversight for contractor support and managing the budget for IT systems and software. Skill in architecting and deploying enterprise IT systems to automate and manage mission workflows, such as the command's task management system. Expertise in designing and managing the technical architecture required for contingency operations (e.g., Unit Control Center IT systems) to maintain operational effectiveness.
6. Exceptional skill in oral and written communication, with the ability to convey complex technical information regarding systems architecture, capabilities, and limitations to non-technical senior leaders. Adept at preparing and delivering technical consultations and briefings to high-level audiences. Ability to serve as a key technical advisor to senior staff, translating complex data-driven insights derived from command IT systems into clear, strategic recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
