Responsibilities:
- Ensure timely, compliant submission of Technical Instructions (TIs), Statements of Work/Performance Work Statements (SOW/PWS), Contract Data Requirements Lists (CDRLs), and Acquisition Management System (AMS) documentation
- Provide inputs to contract modifications; tracks periods of performance; monitors CLIN/SLIN funding; and analyze contractor funds and man‑hour CDRL submittals
- Participate in meetings on Navy contract management or execution, Integrated Product Team (IPT) meetings, and Program Status Reviews (PSRs)
- Coordinate with technical SMEs to develop/maintain SOW/PWS and CDRLs that are clear, testable, and traceable to program requirements
- Assist in market research, Independent Government Cost Estimate (IGCE) development, acquisition strategies/plans, and risk/issue tracking
- Draft solicitation artifacts and sections (e.g., SOW/PWS, CDRLs, Section L/M inputs), compile Q&A, and support source selection planning and documentation in coordination with contracting officers
- Track approvals, reviews, and dependencies to enable timely release of solicitations and amendments
- Monitor deliverables and performance against TIs, LOE, and PoP; validate contractor reporting; analyze funds/man-hour CDRLs; and recommend corrective actions or modifications
- Support contract modifications, option exercises, change management, CPARS inputs, invoice review, and closeout activities
- Maintain contract databases, trackers, and dashboards; generate weekly/monthly status reports; and respond to PMS401/NAVSEA/PEO data calls
- Ensure proper records management and audit-ready files; maintain version control and document libraries in Microsoft SharePoint/Teams
- Participate in IPTs, PSRs, technical interchange meetings, and contract management reviews; brief leadership on schedule, cost, and performance impacts
- Serve as liaison among program management, engineering, finance, and contracting offices to resolve issues and align actions with program priorities
- Ensure actions comply with FAR/DFARS/NMCARS and applicable NAVSEA/PEO guidance; support AMS processes and other enterprise tools (e.g., PIEE/WAWF modules) used for acquisition and contract administration
- Track CLIN/SLIN totals, funding status, PoP, and action milestones; maintain on-time submission of required artifacts and deliverables
- Draft and review Technical Analysis Reports (TARs) as part of OEM proposal reviews
- Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC's clients. Qualifications:
- Active Secret security clearance required
- Bachelor's degree from a university accredited in the United States
- 5+ years' experience with Navy contracting/acquisition support experience, including drafting/modifying contracts, TIs, SOW/PWS, and CDRLs
- Demonstrated knowledge of FAR, DFARS, and acquisition planning principles; ability to apply requirements to accomplish assigned duties
- Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
- Strong initiative and attention to detail; ability to prioritize and manage multiple actions in a fast-paced, high-demand environment; effective independent and team performance
- At least 2 years of project/program management experience supporting DoD or Navy programs
- Excellent attention to detail, organizational skills, and ability to multitask
- Strong verbal and written interpersonal, communication, and presentation skills
- Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
- Attend meetings and provide onsite/in-person support as required
Additional Qualifications:
- Experience managing PRs via AMS or other PR management tools and familiarity with PIEE/WAWF for post-award administration
- Familiarity with NAVSEA submarine program offices, undersea systems, and acoustics-related programs
- Experience as a technical acquisition writer for the U.S. Navy or other DoW organizations; DAWIA/FAC-C coursework or certifications are a plus
