Job Description
Supports NIWC Atlantic’s DDG 51 new construction program in Bath, Maine. Provides technical expertise and oversight for the installation, integration, testing, troubleshooting, and operation of Consolidated Afloat Networks and Enterprise Services (CANES) and associated distributed systems. Works closely with Government representatives, shipyard personnel, test teams, and ship’s force to resolve hardware and software issues and ensure systems are fully operational throughout construction, sea trials, delivery, crew move aboard, sail-away, and post-delivery activities through the Obligated Work Limiting Date (OWLD). Provides technical support and oversight for CANES and distributed systems installation, activation, integration, hardware and software loading, preventive maintenance, troubleshooting, and repair.
Reviews and supports system installation plans, software load plans, toolkits, and Government-Off-the-Shelf (GOTS) installation procedures. Supports engineering changes throughout construction, including review of Engineering Change Proposals (ECPs) and preparation of Configuration Change Requests (CCRs).
Conducts ship checks before and after shipbuilder installation to verify system readiness, installation accuracy, and compliance with Government Furnished Information (GFI). Monitors shipyard construction progress daily, identify technical issues, and provide daily status updates and written weekly activity reports to NIWC Atlantic’s Bath On-Site Representative (OSR) leadership. Provides technical oversight for industrial Stage 1–7 testing, pre-industrial and industrial test programs, system light-off, interface verification, and end-to-end testing. Reviews CANES test procedures for technical accuracy and research supporting documentation for Test Problem Reports (TPRs). Performs underway testing during sea trials and verify completion of shipyard-reported trial card corrective actions. Assists ship’s force and off-site test teams with Systems Operation and Verification Testing (SOVT), including coordination among Bath Iron Works, Government personnel, and ship’s force. Identifies, documents, reports, and tracks installation and testing problems, incidents, design deviations, and SOVT discrepancies through resolution with PMW 760 and applicable system owners. Supports ship delivery, Pre-Commissioning Unit (PCU) move aboard, sail-away and intermediate port visits, homeport availabilities, ad hoc testing, and post-shakedown activities. Plans and oversees migration of ship’s force data from PCU facilities to shipboard systems, coordinating migration teams and verifying successful installation and operation. Coordinates receipt, accountability, preparation, installation, and verification of Government-furnished material, equipment, and property supporting system installation and migration. Reviews technical manuals, drawings, schematics, installation documentation, and GFI; recommend and submit changes as needed. Participates in system issue meetings, Ships Test Configuration Review Boards, AEGIS light-off meetings, PMW 760 staff meetings, and other construction and testing coordination meetings. Obtains and maintains required courier authorization to transport Secret materials between the NIWC Atlantic Bath facility and assigned ships. Performs additional technical duties supporting DDG new construction as directed by NIWC Atlantic Bath OSR leadership or DDG 51 project management.
