The Influence and Integration Department advances ODNI's enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI's policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI's role as the strategic leader of the IC.

Roles & Responsibilities:


The Influence and Integration Department seeks a IC Congressional Budget & Resources Advisor to provide strategic and operational support to our Government sponsor in coordinating mission management, budget analysis, budget and execution, and other congressional resource matters. The sponsor requires trusted advisors to perform this strategic work and provide unbiased and independent recommendations on programming resources to achieve planned objectives.

Responsibilities Include:

  • Assist sponsor in serving as a liaison for congressional resource matters, coordinating with budget, programming, legislative affairs, acquisition, policy, legal, and senior leadership stakeholders.
  • Analyze authorization and appropriations legislation, committee reports, and congressional marks to determine impacts on funding and resourcing decisions.
  • Develop and coordinate responses to Congressional Directed Actions (CDAs), requests for information, and other congressional taskers.
  • Prepare decision briefs, issue papers, talking points, correspondence, and leadership updates on congressional resource issues and execution impacts.
  • Track congressional actions throughout the budget cycle and monitor implementation of directed funding, reporting requirements, and suspense items to ensure timely compliance.
  • Assess resource, execution, and policy implications of proposed or enacted congressional actions and recommend courses of action to leadership.
  • Support budget justification, reclama, appeals, spend plan, and resource realignment efforts related to congressional direction and funding changes.
  • Maintain effective working relationships across internal and external stakeholders to translate congressional direction into actionable resource plans and organizational decisions.
  • Provide direct and routine coordination with the Office of Legislative Affairs


Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years with a Master's degree; or 5 years with a PhD; or an equivalent combination of education and relevant experience.
  • Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), or Military Intelligence Programs (MIP).
  • Experience with the Planning, Programming, Budgeting, and Execution (PPBE) cycle or the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) cycle.
  • Must have an active Top Secret/SCI w/Poly U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
  • Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with polygraph cannot be considered for this opening.
  • This position has an on-site requirement of 5 days a week on-site


Preferred Qualifications:

  • Bachelor's Degree in Finance, Economics, Business, Accounting, Data Science/Analytics, Public Policy, National Security Studies, Intelligence Studies, or related field.
  • Experience with government budget systems and processes.
  • Experience with analysis conducted using Microsoft Excel.
  • Experience as a Congressional Liaison.
  • Familiarity with concepts covered in the Certified Defense Financial Manager (CDFM) or the Certified Government Financial Manager (CGFM) certifications.
  • Strong professional writing and editing abilities.
  • Ability to lead a financial-related study, conduct research, collaborate with a multi-disciplinary team, and communicate results for decision makers.
  • Ability to interact with senior level government officials in a fast-paced environment.

Salary compensation range and midpoint:
$161,600 - $202,000 - $242,400 Annual
