The Influence and Integration Department advances ODNI's enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI's policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI's role as the strategic leader of the IC.
Roles & Responsibilities:
The Influence and Integration Department seeks an IC Resource Manager to provide expert and strategic resource management support to our Government sponsor. This position offers the opportunity to work at the intersection of Intelligence Community (IC) mission, strategy, and resources, supporting mission areas such as Counterterrorism (CT), Counterintelligence (CI), or other national intelligence priorities. The sponsor requires trusted advisors who can operate across the full spectrum of resource management-from strategic resource planning and programming through component-level budget formulation, allocation, execution, and assessment. The successful candidate will combine knowledge of IC missions and resource processes with strong analytical skills to help senior leaders understand resource choices, evaluate competing demands, translate mission priorities into resource requirements, and ensure resources are effectively aligned and executed against sponsor objectives.

Responsibilities Include:
- Provide strategic resource management advice and analysis to senior Government officials supporting IC mission priorities, including CT, CI, mission management, and related intelligence mission areas.
- Integrate mission strategy, requirements, programs, budgets, and execution data to assess whether resources are appropriately aligned to sponsor priorities and desired mission outcomes.
- Support the full resource lifecycle, including strategic planning, programming, budget formulation, justification, allocation, execution, and performance assessment.
- Analyze competing mission and programmatic demands and develop independent, objective recommendations for the allocation or realignment of resources.
- Work across organizational and component boundaries to understand resource requirements, execution challenges, dependencies, and opportunities for enterprise-level integration.
- Assess component-level budget execution and identify emerging resource issues, execution risks, funding shortfalls, excess capacity, and opportunities for resource realignment.
- Develop and assess resource strategies that connect senior-level sponsor priorities to executable component plans and investments.
- Review and analyze Congressional Budget Justification Book (CBJB) materials, budget exhibits, spend plans, execution data, programmatic baselines, and other resource artifacts to inform sponsor decisions.
- Assess the resource implications of changes in mission priorities, intelligence requirements, policy, legislation, technology, organizational structures, and operational demands.
- Interpret and assess the impacts of Executive Branch and Congressional direction, including budget marks, directed actions, and other guidance affecting sponsor resources.
- Develop analyses, decision frameworks, briefings, and recommendations that enable senior leaders to understand resource tradeoffs and make informed decisions.
- Leverage sponsor financial, programmatic, and business systems to collect, integrate, monitor, and analyze resource information.
- Collaborate with mission, program, acquisition, financial, policy, and analytic stakeholders to develop an integrated understanding of sponsor resource needs and execution.
- Provide clear, concise, and unbiased recommendations based on rigorous analysis of mission, programmatic, and resource information.
Basic Qualifications:
- Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years with a Master's degree; or 5 years with a PhD; or an equivalent combination of education and relevant experience.
- Experience supporting Intelligence Community resource management, programming, budgeting, or resource execution.
- Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), Military Intelligence Programs (MIP), or related IC planning, programming, budgeting, and execution processes.
- Experience with the Planning, Programming, Budgeting, and Execution (PPBE) cycle or the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) cycle.
- Demonstrated ability to analyze resource information and translate complex financial, programmatic, and mission information into recommendations for decision makers.
- Ability to work across organizational boundaries and interact effectively with senior Government officials and mission stakeholders.
- Strong analytical, written, and oral communication skills.
- Must have an active Top Secret/SCI w/Poly U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
- Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with polygraph cannot be considered for this opening.
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- Experience supporting an IC mission domain such as Counterterrorism (CT), Counterintelligence (CI), or another national intelligence mission area.
- Experience working at both the enterprise/strategic level and component/program execution level, with an understanding of how strategic resource decisions translate into operational execution.
- Knowledge of IC planning, programming, budgeting, and evaluation processes and the relationships among IC components, ODNI, OMB, and Congress.
- Experience evaluating mission-to-resource alignment, including the ability to connect intelligence priorities and requirements to programs, capabilities, investments, and resource decisions.
- Experience developing or evaluating program and resource alternatives, investment strategies, funding profiles, or resource allocation options.
- Experience with budget formulation and execution, including analysis of execution rates, spend plans, funding requirements, programmatic changes, and resource realignments.
- Ability to assess complex resource portfolios and identify cross-program or cross-component dependencies, gaps, redundancies, risks, and opportunities.
- Experience supporting senior-level resource decision forums, portfolio reviews, program reviews, or strategic planning activities.
- Experience leading resource-related studies or analyses, conducting research, collaborating with multidisciplinary teams, and communicating findings and recommendations to senior decision makers.
- Strong professional writing, briefing, and executive communication skills.
- Proficiency with Microsoft Excel and experience using Government financial, programmatic, or business systems to support resource analysis.
- Bachelor's or advanced degree in Finance, Economics, Business, Public Policy, National Security Studies, Intelligence Studies, Data Science/Analytics, or a related field.
