With general direction, this position is responsible for the development, administration and implementation of environmental programs in accordance with company and governmental requirements. Recommends and implements modifications to environmental program processes and procedures. Develops programs to ensure compliance with required federal, state and local agencies. Ensures records and documents are prepared, maintained and submitted to appropriate agencies. Represents the company as a spokesperson with external regulators, auditors and government representatives. This position involves the exercise of independent judgment and discretion about matters of significance.

DUTIES AND RESPONSIBILITIES:
- Handle program management for defined areas, work more independently, and mentor EEs I.
- Air Quality: Oversee air permit compliance and maintain records.
- Prepare semi-annual compliance reports and emissions inventories (EIR).
- Develop Health Risk Assessment (HRA) Prioritization Scores & collaborate with consultants.
- Hazardous Materials:
- Develop and maintain hazardous materials business plans (CERS).
- Audit hazardous waste manifests for compliance.
- Stormwater Management:
- Conduct comprehensive stormwater monthly visual observations.
- Coordinate inspections with D-Max Engineering/City of Poway.
- Coordinate routine maintenance/service with SWIMS.
- Lead SWPPP updates and implement corrective actions.
- 4.Industrial Wastewater:
- Oversee sampling protocols and laboratory coordination.
- Manage discharge monitoring reports (DMRs).
- Support with inspections from the City of San Diego.
- Pressure Vessels & Boilers:
- Coordinate inspections with certified contractors.
- Ensure compliance with ASME/NBIC standards.
- Support Environmental Engineer III with scheduling as needed.
- SPCC:
- Monitor SPCC annual inspections and & provide training.
- Coordinate with consultants for plan updates. PE Stamp Needed.
- Assist with tank inspections and secondary containment checks.
- Support High Desert Safety Engineers as needed.
- DOT Compliance:
- Conduct audits of hazardous material shipping procedures.
- Lead training sessions for DOT compliance.
- Generators:
- Maintain inspection records and track maintenance logs.
- Mentorship:
- Train and oversee EEs I on basic tasks and regulatory requirements.
- General:
- Assist in preparing for internal and external audits.
- Performing technical reviews of purchase requests, chemical orders, and safety data sheets.
- Conducting inspections of stormwater best management practices, tanks, secondary containment, pressure vessels, boilers, and other environmental systems.
- Supporting or leading internal and external environmental audits.
- Managing hazardous-waste manifests and hazardous-material records.
- Collecting wastewater samples, maintaining pH and flow records, and coordinating laboratory testing as needed.
- Tracking air emissions and supporting emissions inventories, permit compliance, and required reports.
- Maintaining environmental permits, plans, inspection schedules, training records, and corrective actions.
- Work closely with Facilities, Engineering, Operations, Safety, contractors, consultants, and regulatory agencies.

- Typically requires education or formal training equivalent to the completion of a bachelor’s degree in environmental engineering or a related technical field and two or more years of related experience.
- Additional professional experience may be substituted in lieu of education.
- Must demonstrate a thorough understanding of environmental engineering principles, concepts, theories, regulations and practices and have extensive skills including organizing, planning, scheduling and coordinating workloads to meet established deadline or milestones.
- The ability to analyze and resolve complex technical problems.
- Strong verbal and written communication skills to accurately document, report and present findings.
- Strong interpersonal skills to effectively interface with all levels of employees, senior management and outside representatives.
- Strong computer skills.
- The ability to work independently and in a team environment is essential as is the ability to work extended hours and travel as required.
- The ability to obtain and maintain DoD security clearance is required.
