Job Description
Secure Communications Systems Engineer – SCIP / TSV-CIS
Location: BWI / Fort Meade Area, Maryland
Work Arrangement: Full-time onsite
Experience Level: Approximately 5+ years
Clearance: TS/SCI with polygraph
Position Overview
LCS Defense is seeking a hands-on Secure Communications Systems Engineer to support the engineering, development, integration and testing of secure voice and network communications capabilities for a Department of Defense customer.
The ideal candidate will have a strong network engineering foundation combined with experience supporting secure communications systems. This position is intended for an engineer who can understand technical specifications and requirements, determine how those requirements translate into system design and implementation, and participate directly in integration, testing, troubleshooting and technical reviews.
This is not primarily an operations, equipment configuration or program management position. The successful candidate should be comfortable working at the engineering level and, when necessary, working directly in a lab environment to implement and evaluate solutions.
Key Responsibilities
Review and interpret technical specifications, interface requirements and system requirements for secure communications capabilities.
Translate requirements and specifications into system designs, configurations, integration approaches and test activities.
Support the engineering and development of secure voice and secure IP communications solutions.
Participate in system implementation, integration, interoperability testing, validation and troubleshooting.
Analyze network and communications behavior to identify interoperability, configuration and implementation issues.
Support technical and design reviews and evaluate proposed implementations against established requirements.
Develop and review technical documentation, interface information, test results and engineering artifacts.
Work with engineering teams, government customers and other technical stakeholders to resolve secure communications and networking challenges.
Perform hands-on lab activities as needed to configure, integrate, test and troubleshoot representative systems.
Required Qualifications
Approximately 5–8 years of relevant systems, network or secure communications engineering experience.
Strong foundation in IP networking, including TCP/IP, routing, switching, Ethernet, VLANs and related network technologies.
Experience with secure voice, VoIP/VOSIP, secure telephony or secure communications systems.
Demonstrated ability to read and interpret technical specifications, system requirements, interface documentation and network diagrams.
Experience translating technical requirements into implementation, integration, validation or testing activities.
Hands-on experience troubleshooting networked communications systems and interoperability issues.
Understanding of information assurance, encryption and secure network communications.
Ability and willingness to work in a hands-on engineering/laboratory environment.
Active TS/SCI with polygraph.
Highly Desired Experience
Experience with SCIP (Secure Communications Interoperability Protocol) and/or TSV-CIS/TSVCIS.
Understanding of SCIP or TSV-CIS specifications and their theoretical and practical implementation.
Experience with HAIPE, Type 1 encryption, TACLANE/KG-series equipment, STE, COMSEC or related secure communications technologies.
Experience with secure VoIP protocols, architectures and interoperability.
Experience supporting DoD or Intelligence Community secure communications environments.
Experience with requirements verification, system integration, interoperability testing or developmental testing.
What We're Looking For
The strongest candidate will be more than an operator of secure communications equipment. We are looking for an engineer who understands how and why the underlying network and secure communications technologies work and can move from:
Specification / Requirement → Design → Implementation → Integration → Test / Troubleshooting
Direct SCIP or TSV-CIS experience is highly desirable, but candidates with a strong network engineering foundation and closely related secure communications experience will also be considered.
