Specialized Experience: One year of specialized experience which includes: 1) Applying law enforcement procedures to instruct on Federal and local laws, traffic laws, established rules, regulations, and legal authorities; 2) Investigative procedures, techniques, and methods to resolve crimes and other incidents; and 3) Planning, developing, implementing and monitoring the training program for law enforcement staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements within 30 days of the closing date of this announcement.

- Supervise, plans, directs, and assigns staff assignments.
- Develop plans and schedules for subordinate supervisors for the accomplishment of assigned missions.
- Communicate performance plans to personnel, evaluates performance, counsels personnel, and recommends disciplinary actions.
- Receive all requests for police support to special events, and in accordance with guidelines.
- Develop and implements plans to support events.
- Perform police officer duties when needed to assist in shortages.
- Oversee personnel access to Fort Irwin by monitoring the identification and authorization of individuals and vehicles entering sensitive and restricted areas.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Successfully graduated from the USACPA or complete within one year of hire date, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
- Incumbent must meet the requirements of AR 190-56 (The Army Civilian Police and Security Guard Program): a. Successfully pass a pre-employment and recurring medical evaluation.
- b. Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter. c. Comply with requirements and maintain certification under the Individual Reliability Program (IRP).
- d. Incumbent must be able to successfully pass training, certification and qualification requirements related LE work functions as prescribed by policy, regulations or statutes.
- These include, but not limited to: weapons qualifications, first aid CPR and National Incident Management System (NIMS) training requirements.
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. In accordance with (IAW) AR 600-85, a DA Form 5019R (Condition of Employment) must be signed for mandatory drug testing.
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Incumbent in this position is designated as mission essential during Inclement weather conditions or other designed / identified emergency conditions.
- In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority.
- Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
- Official Temporary Duty (TDY) may be occasionally required.
- Incumbent is subject to possible civil and criminal action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
