Job Description

Duties

  • Plans, organizes, and oversees the activities of the M&FRC and CYS programs and services
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of the M&FRC and CYS through subordinate supervisors and/or team leaders
  • Represents the Air Base Squadron with a variety of installation and functional area organizations
  • Establishes, defines, and implements requirements for Military and Family Readiness and Child and Youth Service programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours and may be subject to recall
  • Must be able to obtain and maintain a Secret security clearance
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position
  • This is a supervisory position; a one-year supervisory probationary period is required
  • This position is centrally managed; PCS is authorized
Qualifications

The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Behavioral or social science or related disciplines appropriate to the position.

OR

Four years of appropriate experience that demonstrate that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include knowledge of social services delivery systems and concepts, principles, and theories relating to one or more of the social or behavioral science fields as well as of community services, locations, and availability to serviced populations; knowledge of financial, budget, and resource management practices and principles as well as standard contracting policies, practices, and procedures to manage Family, Youth and Child services and activities. Note: You must submit a copy of official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Professional knowledge of concepts, principles, theories, and practices relating to social or behavioral science
  • Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques
  • Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures
  • Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
