DUTIES
Help

As a FACILITY OPERATIONS SPECIALIST (TITLE 5), GS-1640-11 you will implement the programming and execution of Army National Guard (ARNG) major/minor construction and renovation projects in a geographically separated area.

  • Administer, coordinate, and verify design work performed by Architect/Engineer firms often exceeding one million dollars and one year in duration per project.
  • Prepare design scopes of work that reference National Guard Bureau (NGB) design criteria and establishes standards for project design.
  • Manage and schedule design development and obtain Federal/State approval at each design stage, normally conceptual, preliminary, final, and bid final.
  • Chair and coordinate meetings between facility users and design team and ensures that work stays within (NGB) design and space criteria for economical utilization of facilities and equipment.
  • Review, accept or amend work by Architect/Engineer firms and rejects work not meeting established standards
  • Manage bidding process, in coordination with the Contracting Officer, and recommends award of construction contracts.
  • Resolve disputes over plans and specifications and administers change orders.
  • Provide guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings.

    QUALIFICATIONS

    AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:
    • The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
    • The SECOND area of consideration will be Veterans' Preference (VP) eligible.
    • The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
    • The FOURTH area of consideration will be all current Federal Employees.
    • The FIFTH area of consideration will be all Federal re-employment eligible.
    • The SIXTH area of consideration will be U.S. Citizens.


    SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess the experience, education or training for the GS-11 level, which includes 1 year at the lower-level GS-09, which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
