Duties

This is a Direct Hire Public Notice. Under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections will be made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of War, Title 5, United States Code, Section 9905. Per 3. Covered Positions c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoW and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoW designated by the Secretary as a shortage or critical need category, as outlined in Table 1 .

Incumbents typical work assignments may include the following:
  • Operate, troubleshoot, and repair the Allen Bradley Utility Monitoring and Control System (UMCS), the ICONICS SCADA system, and various utility generation and distribution systems (e.g., Chilled Water, Steam, Electrical, HVAC, Natural Gas) with little or no supervision.
  • Conduct operational testing of newly modified systems, perform preventive and corrective maintenance, and run first-level diagnostics on complex plant instruments, controls, and electronic devices.
  • Respond to service calls regarding industrial control systems or equipment failures. This includes troubleshooting, repairing, programming, and installing components like variable frequency drives (VFDs), circuit boards, sensors, and Programmable Logic Controllers (PLCs).
  • Operate, start, and shut down critical equipment (such as boilers, condensers, and feed water systems) using control room computers or manual controls. The incumbent must recognize abnormal conditions from alarms or computer screens and take steps to restore safe conditions.
  • Inspect, troubleshoot, calibrate, and fine-tune complex systems and instruments during operational testing. This involves diagnosing and repairing malfunctioning controls either on-site or in the workshop.

  • Incumbent may be required to work rotating shifts, weekends, overtimes, holidays, and may be subject to call 24 hours a day. Overtime is mandatory.
  • The incumbent assigned to this position is designated as a MISSION CRITICAL EMPLOYEE. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations.
  • Incumbent is required to obtain a Uniform Licensing of Power Engineers,(NIULPE,), First Class Power Steam Engineer License or equivalent add on: (within 1 year of employment.)
  • Incumbent is required to obtain a Certified Control Systems Technician (CCST) Level 1 certification within the 1st year of employment.
  • The incumbent is required to pass a pre-employment and yearly physical examination for medical certification of ability to wear a negative pressure respirator.
Qualifications

Your background must demonstrate a full range of Electronic Industrial Controls Mech tasks, including serving as a lead worker responsible for installing new systems, performing major modifications, troubleshooting, diagnostics, and major repairs to existing industrial control systems.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Ability to do the work of this position without more than normal supervision.

PHYSICAL EFFORT/REQUIREMENTS: Work involves significant walking, bending, stooping, crawling, climbing or ladders, use of tools and lifting of heavy items to perform duties. Must be able to assume uncomfortable positions.

WORKING CONDITIONS: The incumbent works in shops and operating equipment areas; performing tasks near steam generation equipment, refrigeration plant, switch-gear cabinets, sewage pumping station, steam tunnels, manholes, etc. The operating areas are noisy, hot/cold, dusty, dirty, and contain moving equipment, high voltage equipment, and pressurized piping systems, which can be hazardous if improperly operated.
The plant contains hazardous chemicals that require special handling procedures and protection. Conditions require that appropriate safety gear be worn, such as: hard hats, hearing protection, protective eyewear, and gloves. May be exposed to asbestos and lead.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
