Job Description

Duties

  • Manage and provide technical advice and guidance regarding the establishment and maintenance of pay accounts.
  • Process, audit and edit of the complex pay actions.
  • Compile and analyze data to identify trends, deficiencies and accomplishments.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and set deadlines.
  • Plan and draft military HR management policies and guides to meet the needs and goals of the SRPC.
  • Ensure compliance with internal controls to minimize pay problems and inquiries.
  • Manage personnel, finance and automated systems activities.
  • Give advice, counsel, and instructions to employees on both work and administrative matters.
  • Analyze significant military HR management issues and problems and develop recommendations and alternative solutions.
  • Prepare reports and present briefings.
  • Perform periodic quality control reviews.
  • Identify developmental and training needs of employees.
  • Manage and provide technical advice and guidance regarding a wide variety of military Human Resources (HR) programs.
  • Provide guidance, interpretations, training and/or briefings on current and proposed policies.
  • Research complex pay complaints and issues.
  • Supervise the daily activities of personnel.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1) utilizing knowledge of military personnel, military finance and administrative regulations 2) managing military personnel programs 3) reviewing personnel/pay action and resolving complex pay issues 4) directing the work of subordinates 5) complying with internal controls and inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Position may be filled as a Temporary Appointment NTE 1 year. Temporary appointments may be extended up to a maximum of three (3) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position.
  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.
