Job Description

Duties

  • You will serve as a Budget Analyst in the Headquarters Comptroller Division, Naval Special Warfare Command (NSWC).
  • You will coordinate with and provide guidance, advice, and support to Headquarters staff to develop and execute annual spend plans for specific programs of record.
  • You will issue timely and accurate financial documents; actively monitor obligation rates and open commitments; maintain documentation in support of audit requirements.
  • You will ensure compliance with fiscal law, financial management regulations, higher headquarters directives, and published policy.
  • You will conduct financial analysis; facilitate resolution of errors and common problems within the financial system of record.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is eligible for ad-hoc/situational telework at the discretion of management.
Qualifications

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to analyze financial reports to identify discrepancies or inconsistencies; coordinate with various offices within a financial organization (e.g., disbursing, travel, financial improvement and audit readiness, accounting) to resolve funding issues or discrepancies; develop subject matter expert (SME) level financial management training based on trends and issues identified; and brief key decision makers on the status of an accounting and financial program.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to analyze financial management system errors to recommend alternate processing methods to achieve systems objectives; analyze financial reports to identify discrepancies or inconsistencies; coordinate with various offices within a financial organization (e.g., disbursing, travel, financial improvement and audit readiness, accounting) to resolve funding issues or discrepancies; develop subject matter expert (SME) level financial management training based on trends and issues identified; and brief key decision makers on the status of an accounting and financial program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:

GS-11
  • I have successfully completed a Ph.D. or equivalent doctoral degree OR
  • I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR
  • I have successfully completed an LL.M. degree that is related to the position being filled.
    OR
  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

GS-11: This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
