The Role

This role provides senior leadership and overall accountability for the development, delivery, performance, and continuous improvement of skilled-trades training supporting structural and outfitting production operations at NNS Charleston Operations as well as compliance and coordination with the Training Administration function. This position leads training leaders and individual contributors responsible for Structural Trades and Outfitting Trades, ensuring training programs produce qualified, capable employees prepared to safely and effectively transition into production.


This leader serves as a critical interface between Training and Production leadership, ensuring training is responsive to changing workforce demand, production schedules, skill requirements, quality trends, and business priorities. Working closely with training leadership, instructors, production organizations, Human Resources, Finance, Supply Chain, Quality, and other stakeholders, the Manager ensures the training organization has the infrastructure and administrative discipline necessary to support a high-volume, rapidly evolving workforce development environment.


  • In partnership with Training Administration, support all standardized administrative processes for course scheduling, enrollment, attendance, completion, qualification documentation, resource allocation, and training records.





    • Adhere to administrative controls and operating rhythms that provide clear visibility into upcoming classes, resource requirements, constraints, and risks.

    • Identify and resolve administrative barriers that could delay or disrupt training delivery.

    • Oversee initial documentation and custody of training records to support learning management system transactions, data entry, and associated documentation that ensure training completions, qualifications, attendance, evaluations, and other required records are maintained and active to support production.





  • Budget & Financial Administration





    • Help to develop annual budget requirements and forecasts based on projected training demand, staffing, materials, equipment, facilities, and program requirements.

    • Support monitoring of expenditures, commitments, forecasts, and variances and provide routine budget status to training leadership.





  • Materials, Equipment & Procurement





    • Support timely procurement and inventory processes for training materials, consumables, tools, equipment, supplies, and other instructional resources.

    • Coordinate with Training Administration, Supply Chain, vendors, instructors, and program leadership to ensure materials are available when required.





  • Training Quality & Class Observations





    • Coordinate with Training Administration for observations of classroom, laboratory, and hands-on training to evaluate adherence to established training standards and expectations.

    • Maintain observation records, identify recurring trends, and provide actionable feedback to instructors and training leadership.

    • Track corrective actions and improvement opportunities resulting from observations, student feedback, audits, or leadership reviews.

    • Work to continually improve consistency, professionalism, student experience, and training effectiveness.

    • Support periodic reviews of curricula, course materials, instructional documentation, and training delivery processes.





Must Have

Bachelor's Degree and 8 years of applicable, progressive professional and/or supervisory work experience; Master?s Degree and 6 years of relevant experience


One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:


  • NNS Apprentice School graduate

  • Navy Nuclear Power School (NNPS) graduate

  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

  • Military Paygrade E-5 or above military experience

  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience



Nice to Have




    • Experience supporting training operations within manufacturing, shipbuilding, defense, industrial, or skilled-trades environments.

    • Experience with Learning Management Systems (LMS), training records systems, or enterprise resource planning systems.

    • Knowledge of continuous-improvement methodologies and process standardization.

    • Experience supporting audits, quality-management systems, or regulated training environments.
