Duties
PURPOSE OF POSITION AND ORGANIZATIONAL LOCATION: Serves as Headquarters Air Education and Training Command Quality of Life and Resilience Program Analyst responsible for researching, planning, coordinating and evaluating Quality of Life and Resilience Program execution; supporting force development and force management programs; supporting and advancing Quality of Life and Resilience Programs, supporting and advancing support to remote and isolated installations, and supporting recruiting efforts for the Air Force.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment of critical command plans and programs and applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for Force Development innovations; searching out and implementation/development of tools, techniques and methodologies needed that will change the way Air Force learns. Knowledge of military command structure, missions, programs, organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the acquisition process, PPBE/budget/resource management, and project/program management and analysis principles. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of Quality of Life and Resilience Program programs and policies, acquisition process, PPBE/budget/resource management, and project/program management and analysis principles. Knowledge of accepted management and program management/analyst concepts, principles, and practices as they apply to organization operations, systems, and resources and ability to apply this knowledge to unconventional work assignments. Knowledge and understanding of resilience and quality of life issues and the impact on the AETC workforce and to provide technical expert Quality of Life and Resilience Program advice to higher level management within AETC and HAF. Knowledge of AF and MAJCOM Quality of Life and Resilience Program mission, program, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to develop, organize, manage and/or conduct complex and ambiguous research studies, present findings, options and recommendations to the executive level and to develop and/or implement ROI-related programs, education and training plans, and curriculum. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Duties:
- Applying Quality of Life, and Resilience Program experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command Program.
- Prepares HQ AETC and Air Force strategic documents, and participates in and/or delivers briefings, training sessions, consultations, strategy sessions, etc. with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to assigned programs.
- Analyzing and interpreting data to inform decision-making and improve organizational effectiveness.
- Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information.
