Job Description

A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

This position requires an active Secret clearance or the ability to obtain a Secret clearance to be considered.

Position Summary:

We are seeking a senior project manager to support the Air Force Civil Engineer Center (AFCEC) with design and construction management for Sentinel military construction projects. This position works with Government project teams at Malmstrom AFB to keep project scope, cost, schedule, technical reviews, and reporting aligned throughout development and execution. The assigned Malmstrom AFB position is on site daily; regularly scheduled telework is not authorized by the PWS. Normal working hours are stated as 7:30 a.m. to 4:30 p.m., Monday through Friday. Occasional travel to other Sentinel locations is required. This is an advisory and assistance role: the employee provides analysis and recommendations while Government personnel retain approval and contracting authority.

Essential Functions, Duties & Responsibilities:

Includes the following:

• Coordinate project development, design and construction activities with AFCEC, installation stakeholders, construction agents, and the Sentinel program team; identify risks and recommend practical actions to Government leads.

• Review planning charrette reports, DD Form 1391 packages, design and RFP packages, cost estimates, schedules, and construction agent submittals for completeness, consistency, constructability, and compliance with applicable Air Force criteria.

• Monitor design progress and construction performance; track scope, cost, schedule, funding, and change requests.

• Prepare technical assessments and recommendations for Government review and decision.

• Apply relevant Unified Facilities Criteria, Unified Facility Guide Specifications, and Air Force facility standards when reviewing designs and proposed work; participate in technical comment resolution.

• Maintain accurate project records and updates in AFCEC and Sentinel systems, including NexGen IT, the Consolidated Project List, BI COP, and approved collaboration and document repositories.

• Prepare concise project status reports, briefings, and technical products for Government stakeholders; support project meetings, program reviews, and site visits

Basic Qualifications:

• At least 10 years of architectural and engineering management support to Air Force, USACE or NAVFAC Government personnel within the past 20 years, in a federal Government office of 50 or more employees.

• Accredited bachelor's degree in architecture, engineering, construction management, or a related field.

• Experience planning, coordinating, reporting, and briefing architecture, engineering, or construction activities, including performance and financial metrics for Air Force construction programs.

• Expertise with Air Force NexGen IT and Air Force project management, FMSUITE, and ABSS reporting systems; proficiency with Microsoft Excel, Word, PowerPoint, Access, and Project.

• Strong written and verbal communication skills; ability to work independently and coordinate across AFCEC, installations, major commands, and construction agents.

• U.S. citizenship and ability to obtain a Secret clearance; ability to meet Government background investigation, access, and position of trust requirements.

• Must be a US Citizen.

• This position requires an active Secret clearance or the ability to obtain a Secret clearance to be considered.

• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.

• Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications:

• Direct AFCEC or AFIMSC MILCON design manager or construction manager experience, including coordination with USACE or NAVFAC.

• Experience with DD Form 1391 development, design reviews, cost and schedule risk analysis, construction changes, DrChecks, BI COP, and Sentinel collaboration tools.
