Job Description:

Our client is seeking an Installation Energy Program Management Specialist to support energy efficiency and sustainability initiatives across multiple federal installations. In this role, you will:

  • Develop and implement energy conservation plans aligned with federal mandates and installation-specific goals
  • Coordinate with installation personnel, contractors, and energy service providers to execute energy efficiency projects
  • Monitor and report energy consumption metrics, tracking progress against established benchmarks
  • Lead energy audits and assessments to identify opportunities for cost savings and performance improvements
  • Manage budgets and resources for energy efficiency programs, ensuring compliance with funding requirements
  • Collaborate with facilities management, operations, and sustainability teams to integrate energy initiatives into broader installation strategies
  • Provide technical expertise on energy systems, renewable energy technologies, and utility optimization strategies
  • Support the development of sustainability reports and compliance documentation for federal reporting requirements


Qualifications:

  • Bachelor's degree in Energy Management, Environmental Science, Engineering, or related field
  • Minimum 5 years of experience in energy management, sustainability, or facilities operations within federal or government contracting environments
  • Demonstrated experience with federal energy efficiency programs, including ENERGY STAR, Federal Energy Management Program (FEMP), and related initiatives
  • Strong understanding of energy auditing methodologies, utility billing systems, and energy modeling tools
  • Excellent project management skills with ability to manage multiple priorities and stakeholders
  • Proven ability to develop and maintain relationships with installation leadership, contractors, and energy service providers
  • Strong analytical and problem-solving skills with ability to interpret energy data and develop actionable recommendations
  • Active Top Secret clearance required
  • U.S. Citizenship required


Preferred Qualifications:

  • Experience with renewable energy technologies (solar, geothermal, biomass, etc.)
  • Knowledge of federal sustainability frameworks and green building certifications (LEED, etc.)
  • Experience with energy management software and data analytics platforms
  • Familiarity with federal acquisition regulations and contract management processes
