BOAB Ventures is seeking a Technical Product Manager / Technical Program Manager to support a mission-critical software program within the Intelligence Community.

This role will own a specific software or AI-enabled product or capability from requirements through delivery and adoption. You will work directly with software engineers and government stakeholders to establish priorities, scope technical work, manage delivery, and make informed technical and programmatic decisions.

This is a Product/Program Management role first, but it requires meaningful technical fluency. You will not be expected to develop production software. However, you should be comfortable reading code, understanding system architecture and data flows, evaluating technical approaches, and weighing technical and non-technical trade-offs without relying on an engineer to translate every decision.

The ideal candidate is a former software engineer who transitioned into product or program management, or an experienced technical PM who has worked closely enough with software engineering teams to demonstrate comparable technical depth.

What You'll Do
  • Own the roadmap, backlog, and delivery of an assigned software or technical capability.
  • Translate mission and operational requirements into clearly defined and scoped engineering work.
  • Partner directly with software engineers, technical teams, and government stakeholders throughout the product lifecycle.
  • Make independent technical and non-technical trade-off decisions in fast-moving and sometimes ambiguous environments.
  • Review code changes, pull requests, and technical designs well enough to understand whether delivered work meets the intended requirement.
  • Understand system architecture, APIs, data flows, cloud services, and deployment approaches well enough to scope work and identify potential issues.
  • Challenge estimates, identify technical risks, and manage dependencies before they impact delivery.
  • Develop quick prototypes or scripts when necessary to investigate a product question or validate an approach.
  • Serve as a primary point of contact for government stakeholders and technical personnel supporting your assigned capability.
  • Track schedules, risks, dependencies, priorities, and delivery status.
  • Drive user feedback and adoption to ensure delivered capabilities meet operational needs.
  • Support software accreditation, deployment, and transition activities within classified environments.


Required Skills

Qualifications
  • Active TS/SCI clearance with the ability to obtain a CI Polygraph.
  • 4+ years of product, program, or project management experience supporting software development or technical programs.
  • Demonstrated ownership of technical projects with specific decisions, trade-offs, and outcomes you can speak to directly.
  • Technical fluency sufficient to read and understand code in at least one modern programming language such as Python, JavaScript/TypeScript, Java, or Go.
  • Working understanding of software architecture, APIs, data flows, cloud services, and software deployment fundamentals.
  • Experience working directly with software engineers throughout the development lifecycle.
  • Demonstrated ability to independently evaluate technical and non-technical trade-offs and make decisions with incomplete information.
  • Strong communication skills with both highly technical personnel and non-technical stakeholders.
  • Familiarity with Agile software delivery practices and tools such as Jira, GitLab, or similar platforms.
  • Ability and willingness to quickly learn emerging AI platforms, frameworks, and technical integrations.
  • Ability to work in a classified government environment in the National Capital Region.

Desired Qualifications
  • Previous professional experience as a software engineer before transitioning into product, project, or program management.
  • Active CI Polygraph.
  • Experience managing AI/ML, LLM, or other AI-enabled software products.
  • Experience delivering software within DoD or Intelligence Community environments.
  • Familiarity with RMF, ATO, accreditation, or deployment processes for classified systems.
  • Experience with Palantir platforms such as Foundry, Gotham, AIP, or Maven Smart System.
  • Familiarity with AWS cloud and AI services, including Bedrock, or Microsoft Azure AI services.
  • Exposure to agentic AI frameworks or technologies such as LangGraph, CrewAI, AutoGen, or MCP.
  • PMP, CSPO, CSM, or similar product/program management certification.
  • Prior military, DoD, or Intelligence Community experience.
