Job Description
1. Role Overview / Mission
Advantech GS Enterprises is hiring a Program/Project Manager II to help lead major programs supporting the Navy's submarine fleet within PMS 435, with a focus on the BYG-1 combat system and SWFTS. You'll shape the technical approach, control milestones, schedules, and budgets, and work with Navy activities in Washington, DC, Manassas, and Newport to secure the resources the program needs. Your work will directly affect how quickly and reliably new combat system capabilities reach submarines.
2. What You'll Do (Day-to-Day Responsibilities)
Plan and direct short- and long-range program activities supporting BYG-1 and SWFTS, from defining scope to setting the technical approach.
Set technical milestones, schedules, and budgets, and track them closely so the program stays on time and on cost.
Review and analyze engineering program documentation, and turn it into clear decisions and next steps for leadership.
Assess and update spend plans, and flag funding gaps or variances before they affect the program.
Identify program risks, write risk assessments, and track mitigation plans until each risk is resolved.
Work with Navy activities and agency personnel to define and negotiate needed resources, including on-site visits to Washington, DC, Manassas, VA, and Newport, RI, 1–3 times per year.
Design, document, and roll out new processes that make the program team more efficient.
3. What Success Looks Like
At 90 days:
You understand PMS 435's mission, how BYG-1 and SWFTS fit into the program, and who the key Navy stakeholders are.
You've reviewed the current schedule, budget, and spend plan, and you can explain where the program stands.
You've delivered your first risk assessment and set up a regular way to track risks.
You've met key client stakeholders, in person where possible, and they see you as a reliable, independent manager.
At 1 year:
Program milestones you manage are met, or leadership knew about delays early enough to act.
Spend plans are accurate and current, and funding decisions are based on your analysis.
At least one process you developed is in regular use by the program team.
You've built strong working relationships with the Navy activities and partners across all three client sites.
4. What You Bring (Required Skills & Experience)
Experience with, or familiarity with, the BYG-1 submarine combat system.
Willingness to travel 1–3 times per year to Washington, DC; Manassas, VA; or Newport, RI.
5+ years of experience in Navy program management.
2+ years of experience in Navy engineering support.
The ability to analyze and work with engineering program documentation.
Experience assessing and updating spend plans.
Experience developing, documenting, and putting new processes into practice.
The ability to analyze program risks and write risk assessments.
A proactive approach, with the ability to work both independently and as part of a team.
An active Secret clearance.
5. Nice-to-Haves (Preferred Qualifications)
Strongly preferred: experience with, or familiarity with, the Submarine Warfare Federated Tactical System (SWFTS).
NAVSEA and/or Team Submarine experience.
Experience working with Navy waterfront organizations, such as shipyards, installation teams, and regional maintenance facilities.
Familiarity with installation and technology insertion hardware processes.
Experience with Jira and the Agile process.
