Roles & Responsibilities:
Working with MITRE project teams and government stakeholders, the analyst will:
- Plan and conduct mission studies, operational and campaign analysis, and independent assessments addressing current and emerging Navy, Marine Corps, and joint needs across near-, mid-, and longer-term horizons.
- Synthesize evidence from wargames, exercises, experimentation, prior studies, lessons learned, and other authoritative sources; test methods, assumptions, data quality, and evidence sufficiency; and identify analytical deficiencies and corrective or supplemental work.
- Identify and prioritize mission gaps and opportunities in command and control, data, communications, integration, mission and systems engineering, requirements, prototyping, acquisition, and portfolios using campaign metrics and other objective methods.
- Use authorized intelligence and Intelligence Community engagement to assess adversary intent, strategies, capabilities, investments, vulnerabilities, and emerging technologies and their implications for U.S. missions.
- Relate findings to Geographic and Functional Combatant Command strategies, operational environments, and theater-specific or cross-cutting needs; identify implications for other Military Services.
- Review related Department of Defense research, experimentation, and capability investments; engage Navy and Marine Corps sponsors, operational users, Service laboratories, warfare centers, FFRDCs, UARCs, industry, and academia as appropriate.
- Produce concise research plans, interim findings, sponsor briefings, and supporting reports that distinguish supported conclusions from unresolved questions, explain limitations, and recommend follow-on analysis, experimentation, or technical investigation.
Basic Qualifications:
- Requires a minimum of 15 years of related experience with a Bachelor's degree ; or 12 years and a Master's degree; or a PhD with 10 years' experience; or equivalent combination of related education and work experience.
- Demonstrated senior-level experience planning, conducting, or leading defense mission studies, operational or campaign analyses, or independent assessments that informed government mission or capability decisions.
- Ability to evaluate analytical methods, assumptions, data, uncertainty, and evidence sufficiency; identify deficiencies in prior studies; and specify corrective or supplemental analysis.
- Deep working knowledge of Navy, Marine Corps, joint, or Combatant Command missions, operational environments, and capability needs.
- Ability to synthesize technical, operational, intelligence, and program evidence into prioritized mission gaps, defensible findings, and clear options for decision makers.
- Experience with requirements, mission or systems engineering, acquisition, portfolio analysis, or related capability decision support.
- Experience incorporating authorized adversary analysis, Combatant Command priorities, and relevant Department of Defense activities into mission assessments.
- Ability to engage government sponsors and multidisciplinary partners and to communicate analytical findings, uncertainty, and recommendations in clear writing and senior-level briefings.
- Must have an active Top Secret/SCI U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
- This position requires a minimum of 3 days a week on-site.
Preferred Qualifications:
- Post-graduate degree in applicable discipline and 15 years of related experience; Doctorate degree preferred
- Recent experience supporting the Department of the Navy, U.S. Navy, U.S. Marine Corps, Office of Naval Research, Naval Research Laboratory, or Naval warfare centers.
- Experience with wargames, exercises, experimentation, campaign metrics, operations research, modeling and simulation, or mission engineering.
- Experience assessing related research and investments across DARPA, the Strategic Capabilities Office, Service laboratories, and warfare centers for dependencies, duplication, and unmet needs.
- Experience identifying cross-Service implications of Naval findings, including relevance to the U.S. Air Force and joint mission partners.
- Experience working with FFRDCs, university affiliated research centers, Service laboratories, the Intelligence Community, or comparable national security research organizations.
