Position Description:
We are seeking a Senior Oracle Functional Analyst - A2R (Acquire to Retire) to support the Defense Logistics Agency (DLA), the Defense Agencies Initiative (DAI), and participating Defense agencies in a complex federal fixed asset and Construction in Progress/Work in Progress (CIP/WIP) financial management environment hosted in Oracle Cloud Infrastructure (OCI).
This role is a functional SME responsible for standardizing, governing, and improving the Acquire to Retire (A2R) asset lifecycle, including CIP/WIP cost accumulation, Accountable Property System of Record/Enterprise Logistics Management System (APSR/ELMS) integration, capitalization triggers, depreciation, and asset retirement, across multiple agencies with varying levels of system adoption.
The analyst will play a key role in remediating non compliant asset processes, establishing repeatable asset lifecycle patterns, resolving CIP/WIP aging and stalled capitalization, and enabling Federal Financial Management Improvement Act (FFMIA) aligned financial reporting and audit readiness.
This position is remote and can be located anywhere within the Continental US.
Your future duties and responsibilities:
. Lead functional analysis for A2R lifecycle standardization, including CIP/WIP accumulation, acceptance events (DD1354 / DD250), capitalization, depreciation, and asset retirement across real property, GPP&E, and OM&S where applicable.
. Conduct discovery across agencies to identify A2R adoption gaps, missing data, stalled CIP/WIP balances, disconnected APSR/financial records, and manual off system processes.
. Execute standardized discovery queries (DPAS/ELMS staging table review, GL journal source analysis, Projects module evaluation, Fixed Assets workbench validation) to determine agency readiness and remediation scope.
. Develop functional designs for integrating APSRs with DAI (ELMS (formerly DPAS), GCSS MC, ect...), ensuring traceability from physical accountability to financial accounting and alignment with DoDI 5000.64, SFFAS, and USSGL mapping requirements.
. Remediate partially implemented agencies by building missing Fixed Assets books, configuring capital project types/templates, resolving staleness in Projects/FA usage, and correcting CIP/WIP backlog issues.
. Establish and govern A2R event definitions, attribute requirements, accounting treatments, and authoritative data sources for CIP/WIP, capitalization, intragovernmental transfers, and depreciation triggers.
. Partner with technical teams to support automation of capitalization, DPAS inbound interface patterns, Account Generator alignment, and regression testing of A2R posting logic.
. Perform root cause analysis on asset lifecycle discrepancies (e.g., stalled WIP, missing acceptance forms, incorrect cost classification, aging CIP), and produce remediation plans and traceable updates to A2R documentation.
. Support program level governance by standardizing discovery intake, establishing A2R specific Help Desk/SCR/PSR tracking, and contributing to the reusable DFAS/DTRA configuration playbook for future implementations.
. Create training materials, SOPs, event by event lifecycle documentation, config
Required qualifications to be successful in this role:
. 5+ years of functional experience with Oracle EBS/DAI Federal Financials (Projects, Fixed Assets, Payables, GL) including CIP/WIP lifecycle management, capitalization workflows, and asset accounting. This includes Acquire to Retire (A2R)/asset management expertise, as well as exposure to Order to Cash (O2C), Procure to Pay (P2P), and Budget to Report (B2R) module experience.
. Deep knowledge of federal fixed asset policy and accounting standards (USSGL, SFIS, SFFAS, DoDI 5000.64, FFMIA) and ability to trace asset events through GL, Projects, and FA modules.
. Experience identifying and remediating CIP/WIP issues such as stalled projects, missing acceptance forms, improper cost allocation, disconnected APSR/DAI records, and manual journal voucher reliance.
. Demonstrated ability to produce functional specifications, lifecycle documentation, acceptance criteria, agency discovery reports, and audit ready evidence packages.
. Strong understanding of APSR to DAI integration patterns (e.g., DPAS inbound) including required data elements, staging table behavior, and reconciliation workflows.
. Ability to collaborate across functional and technical teams, conduct stakeholder interviews, and lead agency level remediation planning.
. Excellent communication skills and the ability to support audit inquiries, compliance validation, and traceability demonstrations in structured federal environments.
. Ability to obtain/maintain IT II Non Critical Sensitive security clearance or Tier 3 (T3) investigation suitability.
Desired qualifications/non essential skills required:
. Prior work in DAI or similar federal environments; familiarity with agency level reporting tie points and feeder transaction flows.
. Experience supporting posting logic modernization, audit readiness initiatives, and compliance dashboards.
. Knowledge of JSON/relational modeling for rule artifacts; exposure to DevSecOps/test automation concepts (for traceability and regression).
. Analytical, detail oriented, and methodical; able to translate functional requirements into precise mapping and tests.
. Strong facilitator and communicator-comfortable bridging the functional technical divide and engaging diverse stakeholders.
. Proactive and dependable in compliance driven environments; resilient in iterative remediation cycles.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 $176,300.00.
