Job Description
Nakupuna Companies is seeking to hire a full-time Electrical Engineer to join our DoWEA Team. The candidate will act as the primary electrical systems subject matter expert for the Department of War Education Activity (DoWEA) Pacific Region Facility Surveys and Assessments IDIQ contract. The Electrical Engineer is responsible for executing rigorous on-site facility condition assessments of primary and secondary power distribution, interior and exterior lighting systems, emergency generators, uninterruptible power supplies (UPS), fire alarm systems, and telecommunications infrastructure. This role requires significant travel to conduct on-site triennial assessments across 45 school campuses located on 21 U.S. military installations throughout the Pacific Region, including Japan, Okinawa, South Korea, and Guam.

Physical Demands & Work Environment: Candidates are continually required to stand and walk, utilize their hands, and finger dexterity. Fieldwork requires walking large, geographically dispersed school campuses and visually inspecting electrical rooms, utility yards, generator enclosures, and facility interiors to evaluate electrical infrastructure.
Clearance Requirements: Must be a U.S. Citizen. Secret clearance preferred. Must be capable of passing necessary background investigations, including an FBI Fingerprint Check and Tier 1 childcare investigation, to permit unescorted access within active school facilities.
Work Location: Work is performed at DoWEA Pacific Region military installations, requiring regular deployment to school campuses located in Japan, Okinawa, South Korea, and Guam. The ideal candidate will reside in or near one of our strategic hubs: Arlington, VA; San Antonio, TX; Charleston, SC; San Diego, CA; or Honolulu, HI.
The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $110,000.00 to $140,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees
Responsibilities

- Facility Condition Assessments: Conduct comprehensive physical Facility Condition Assessments (FCAs) on institutional electrical systems, identifying deficiencies in power distribution, lighting, life safety, and low-voltage systems. Perform direct rating inspections of facility electrical components utilizing the USACE Sustainment Management System (SMS) BUILDER methodology.
- Data Collection & Deliverables: Accurately enter collected facility electrical component data, condition ratings, and material quantities into the Enterprise Sustainment Management System (E-SMS) within 90 days of completing each site visit.
- FCAR Support: Support the Project Manager in the development of the Facility Condition Assessment Report (FCAR) for each campus by providing verified electrical inventory and condition data.
- Equipment Identification: Identify, record, and maintain equipment ID information and nameplate data for major electrical equipment (e.g., primary transformers, main switchgear, emergency generators) in the E-SMS section details module, ensuring standardized barcode/QR tags are applied and updated to be compatible with the Asset Essentials Mobile Application.
- Concealed Components & Deficiencies: Determine the life cycle and next renewal needs for concealed or non-accessible electrical components (e.g., in-wall wiring, conduit systems) based on building age, environmental exposure, and available maintenance records. Document electrical deficiencies rated as "Amber (-)" or "Red" by providing detailed supporting comments and capturing representative photographs, ensuring time/date metadata is included, for upload to the Data Asset Management (DAM) system.
- On-Site Safety & Coordination: Adhere to all child safeguarding protocols and physical security requirements. Ensure daily check-ins at school administrative offices, coordinate base access, and maintain awareness of all local hazards while inspecting high-voltage environments.
Qualifications
Skills/Qualifications: The ideal candidate is familiar and has experience with the following technical knowledge, skills, and abilities:
- Demonstrated expertise in evaluating complex electrical systems, power distribution networks, and life safety infrastructure for institutional and commercial facilities.
- Proficiency in applying the USACE BUILDER Condition Assessment Guide methodology to electrical components.
- Ability to accurately section major electrical equipment based on age, type, and usage conditions for data entry into E-SMS.
- An active Professional Engineer (PE) license or Engineer-in-Training (EIT/FE) credential is highly preferred.
Education & Experience: To meet contractual Key Personnel requirements, the successful candidate must possess:
- Bachelor of Science (B.S.) in Electrical Engineering from an ABET-accredited institution
- Minimum of five (5) years of documented experience inspecting and evaluating commercial or institutional primary/secondary power distribution, emergency generation systems, interior/exterior lighting, lightning protection, switchgear, transformer banks, and fire alarm electrical interfaces
