Job Description
Description: NSI requires an I-Level Reform Subject Matter Expert (SME) to support the CNAL N41/Cost and Demand Management (CDM) Division. This position will serve as the onsite technical specialist for I-Level maintenance capability optimization at an East Coast Fleet Readiness Center (FRC). Acting as the "boots on the ground" representative for CNAL N41 and CDM, the SME evaluates, enhances, and synchronizes repair capabilities to reduce BCM rates, improve repair cycle times, strengthen ICRL accuracy, and support aircraft readiness. The role bridges O-Level maintenance demand with I-Level repair execution by engaging daily with work centers, Production Control, Supply, and squadron Maintenance Control.
Key responsibilities include BCM interdiction, ICRL validation, repair-capability assessments, support-equipment readiness reviews, troubleshooting support, training plan development, and standardization across regional FRCs. The SME provides daily production-meeting input, coordinates prioritization for critical components, and ensures that I-Level reform efforts directly reduce NMCS/PMCS conditions, MCWT, cannibalization, and recurring component failures. Reporting includes daily logs, weekly assessments, monthly ICRL validations, cost savings documentation, and quarterly capability roadmaps. The position requires constant engagement with artisans, supervisors, and leadership to identify gaps, resolve constraints, and improve total maintenance performance.
Location: Jacksonville, FL
Education: Bachelor's degree preferred but not required.
Allowable Substitution: Military technical training, AMQC, and related certifications are desirable
Experience: Minimum 8 years naval aviation maintenance experience, including 5 years at I-Level. Experience with repair capability decisions, ICRL management, BCM processing, or production control. Prefer 2+ years O-Level maintenance experience (Maintenance Control, work center supervision, troubleshooting, component removals). Knowledge of multi-work-center repair processes (avionics, hydraulics, structures, power plants, etc.). Expertise interpreting technical directives, engineering dispositions, and maintenance publications. Demonstrated experience validating/optimizing ICRLs and understanding SM&R coding. Systems expertise: NALCOMIS OOMA IMA, JDRS, MEASURE. Thorough understanding of COMNAVAIRFORINST 4790.2D I Level and O Level requirements.
Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
