Summary:
We are seeking an experienced Cybersecurity Program Manager to provide senior-level leadership, management, and oversight of a complex cybersecurity and enterprise IT program supporting mission-critical Government operations.
The Program Manager will serve as the primary interface between the Government and Contractor, providing strategic direction and ensuring cybersecurity, technical, operational, and programmatic requirements are successfully executed. This role will oversee contractor personnel and subcontractors, manage program performance, and ensure resources are aligned with mission priorities.
The ideal candidate will have a strong background managing cybersecurity and IT programs in complex Government environments, with the ability to lead multidisciplinary technical teams, manage competing priorities, communicate effectively with senior Government leadership, and proactively identify and mitigate program and cybersecurity risks.

Responsibilities:
- Provide overall leadership, management, and oversight of contractor personnel and subcontractors supporting cybersecurity and enterprise IT activities.
- Serve as the primary Contractor interface with Government leadership and stakeholders.
- Direct the execution of cybersecurity and IT initiatives, ensuring contract requirements, milestones, deliverables, and performance objectives are achieved.
- Establish and maintain effective processes for tracking cybersecurity requirements, technical activities, deliverables, risks, dependencies, and program performance.
- Ensure cybersecurity activities are aligned with Government policies, applicable security frameworks, mission requirements, and organizational priorities.
- Monitor program performance and proactively identify cybersecurity, technical, operational, staffing, resource, and contractual risks.
- Develop and execute mitigation strategies for identified program and cybersecurity risks.
- Coordinate activities across cybersecurity, infrastructure, engineering, cloud, data, and other technical teams to ensure effective integration and delivery.
- Provide leadership and oversight of security-related initiatives, assessments, remediation activities, and compliance requirements.
- Support continuous improvement of cybersecurity processes, capabilities, and operational effectiveness.
- Ensure contractor personnel have the appropriate skills, resources, and support necessary to meet program and cybersecurity requirements.
- Assess current and future workforce requirements across diverse cybersecurity and technical disciplines and develop staffing strategies accordingly.
- Monitor contract performance through established metrics and provide regular status reporting to Government leadership.
- Support program financial management, forecasting, resource planning, and other applicable business processes.
- Proactively communicate emerging issues, risks, resource constraints, and potential impacts to Government stakeholders.
- Provide senior-level recommendations regarding cybersecurity priorities, resource allocation, program execution, and risk mitigation.
- Ensure program activities are executed in accordance with the PWS and applicable Government requirements.
Qualifications:
- TS/SCI clearance eligibility.
- Project Management Professional (PMP) certification.
- At least 10 years of experience managing cybersecurity, IT, or technology programs of similar size and complexity.
- At least 5 years of experience overseeing and determining manpower requirements for complex cybersecurity or IT programs involving diverse technical skill sets and labor categories.
- At least 5 years of experience managing contract performance, financial performance, and program metrics.
- Demonstrated experience leading multidisciplinary cybersecurity and technical teams in complex Government or enterprise environments.
- Experience managing cybersecurity initiatives involving risk management, security compliance, vulnerability remediation, security operations, or enterprise cybersecurity capabilities.
- Experience communicating program status, risks, cybersecurity issues, and recommendations to senior Government and technical leadership.
Preferred Qualifications
- Experience supporting DoD, Intelligence Community, or other Federal cybersecurity programs.
- Familiarity with cybersecurity frameworks and standards such as NIST, RMF, FISMA, Zero Trust, or DoD cybersecurity policies.
- Experience managing programs spanning multiple cybersecurity and technical disciplines.
- Experience supporting classified and unclassified environments.
- Experience with cybersecurity operations, enterprise infrastructure, cloud environments, data security, or security engineering.
- Experience managing subcontractors and geographically dispersed technical teams.
