Position Summary
S2 Analytical Solutions is seeking a Vice President, Growth & Capture to lead and rebuild the company’s business-development and capture organization supporting the U.S. Intelligence Community and broader national-security market.
This is a hands-on operating leadership role, not a strategy-only, advisory, proposal-compliance, or relationship-management position.
The VP will personally lead business development, customer and industry engagement, strategic teaming, opportunity qualification, capture strategy, IDIQ/task-order growth, and pipeline development while building the organization required to sustain those activities.
S2 holds multiple federal IDIQ and contract vehicles and requires a leader who can turn vehicle access, incumbent knowledge, past performance, and industry relationships into funded task-order opportunities and new prime and subcontract revenue.
The successful candidate will be expected to understand the customer before building the compliance response, develop a clear strategy for how S2 can win, engage partners early, make decisions with incomplete information, and translate strategy into disciplined capture and proposal execution.
Why This Role Exists
S2 has significant Intelligence Community experience, strong incumbent past performance, multiple contract vehicles, a cleared workforce, and established industry relationships. The company now requires a senior growth leader who can convert those assets into a sustained growth engine.
The VP will initially operate as a player-coach, directly owning major growth and capture activities while assessing S2’s existing processes, pipeline, personnel, and IDIQ portfolio. The VP will then recommend and build a lean growth organization appropriate to actual opportunity and task-order volume.
This position is intended to become the company’s senior executive owner for business development and capture. The CEO and President will provide strategic oversight, investment decisions, and executive support; they will not serve as the day-to-day growth or capture operators.
Primary Responsibilities
Growth Strategy and Pipeline
• Own S2’s overall growth pipeline and establish clear accountability for every qualified opportunity.
• Develop and execute an Intelligence Community growth strategy emphasizing NGA, NRO, DIA, ODNI, and adjacent classified national-security markets.
• Identify new S2 prime opportunities as well as strategic subcontract, teaming, and joint-venture positions.
• Establish disciplined opportunity qualification and pursue/no-pursue processes based on customer need, competitive position, win probability, economics, and S2’s ability to differentiate.
• Maintain an actionable pipeline rather than a database of loosely qualified opportunities.
IDIQ and Task-Order Growth
• Own the growth strategy for S2’s portfolio of IDIQ, GWAC, and other task-order vehicles.
• Build and maintain external partner networks around each vehicle.
• Identify teammates with capabilities, past performance, customer access, or staffing that strengthen S2’s position.
• Develop task-order teams, workshare strategies, and pursuit approaches early enough to influence outcomes.
• Ensure contract vehicles generate meaningful pursuit activity and funded revenue rather than existing only as contract access.
• Establish an operating model for opportunity intake, partner engagement, qualification, capture, proposal transition, and post-award lessons learned.
Customer and Industry Engagement
• Personally engage government customers, industry partners, incumbent contractors, potential teammates, and large-business primes.
• Develop and maintain relationships throughout the Intelligence Community and national-security contracting market.
• Represent S2 at relevant industry events, customer engagements, and partner meetings.
• Create opportunities through relationships and market intelligence rather than relying principally on SAM.gov, GovWin, portals, or released solicitations.
• Maintain direct awareness of the relevant decision-makers, program leaders, prime contractors, and industry influencers within S2’s target markets.
Capture Leadership
• Personally lead priority captures from qualification through proposal transition.
• Determine what the customer is trying to accomplish, how the acquisition is likely to be evaluated, how competitors are positioned, and what S2 must do to win.
• Develop capture strategies, teaming approaches, win themes, competitive assessments, price-to-win inputs, and customer engagement plans.
• Lead Black Hat, Blue Team, gate, and executive pursuit reviews where appropriate.
• Ensure proposal teams understand and execute the capture strategy rather than allowing compliance activity to substitute for win strategy.
Growth Organization Leadership
• Assess S2’s current growth personnel, capabilities, processes, and supporting tools.
• Determine what functions should remain internal, be dual-hatted, use surge resources, or eventually require dedicated staff.
• Recruit and develop future BD, capture, IDIQ operations, and proposal personnel as demonstrated workload and economics justify additional resources.
• Establish clear individual accountability and measurable growth outcomes.
• Maintain a lean organization appropriate to the size and revenue of the company.
Business and Financial Discipline
• Work closely with Finance and Business Operations to evaluate workshare, labor economics, pricing posture, B&P investment, and expected financial return.
• Understand and operate effectively across T&M, FFP/LOE, and Cost Plus contracting environments.
• Assess prime versus subcontract versus JV strategies based on economics and probability of success rather than organizational preference.
• Recommend when S2 should stop pursuing opportunities that no longer justify investment.
AI and Growth Tools
• Use AI, CRM, GovWin, SAM.gov, and other tools to accelerate research, analysis, compliance, and administrative work.
• Maintain human ownership of customer understanding, strategy, competitive judgment, teaming decisions, and final work product.
• Ensure AI-generated material is reviewed, validated, and converted into actual business judgment rather than substituting for customer engagement or capture thinking.
Required Qualifications
• 16+ years of progressive federal business development, capture, growth, account management, or related national-security experience.
• Significant hands-on business-development and capture experience, including direct responsibility for identifying, qualifying, shaping, and winning federal opportunities.
• At least 5 years of meaningful Intelligence Community or comparable classified national-security market experience.
• Demonstrated current or recent relationships within the Intelligence Community and cleared GovCon industry.
• Demonstrated experience managing multiple IDIQ/GWAC vehicles and associated task-order pipelines.
• Demonstrated experience building teaming relationships, identifying partners, and developing competitive prime/subcontract workshare strategies.
• Track record of personally leading significant federal captures and producing funded wins.
• Experience leading and developing BD, capture, or growth personnel.
• Demonstrated ability to build or materially improve a growth organization, process, or operating model.
• Experience with T&M, FFP/LOE, and Cost Plus federal contracts and the pricing, staffing, and risk implications of each.
• Strong knowledge of federal acquisition, source-selection processes, teaming, IDIQ/task-order competition, and GovCon economics.
• Ability to operate effectively in a small-to-mid-sized contractor where senior leaders are expected to personally perform work rather than rely on large support staffs.
• U.S. citizenship and ability to obtain and maintain a TS/SCI clearance.
• Bachelor’s degree or equivalent relevant professional experience.
• Ability and willingness to work full-time onsite in Herndon, Virginia.
Preferred Qualifications
• Current active TS/SCI.
• Direct NGA, NRO, DIA, or ODNI customer and industry experience.
• Demonstrated experience growing a federal contractor in approximately the $25M–$150M revenue range.
• Experience monetizing OASIS+, GSA MAS, and other multi-award IDIQ/GWAC vehicles.
• Experience building new prime business in addition to recompetes and incumbent extensions.
• Experience transitioning from a large contractor into a smaller entrepreneurial GovCon environment.
• Shipley or comparable capture methodology experience.
• Experience developing partner ecosystems or IDIQ teammate programs.
• Strong understanding of cleared professional services, SETA, systems engineering, intelligence analysis, and related IC labor markets.
Success Profile
The strongest candidate will not simply know capture terminology or maintain a compliant pipeline. This person will be well connected, externally focused, commercially aware, and comfortable making decisions.
He or she should be able to walk into S2, quickly understand the company’s vehicles and past performance, begin calling relevant industry and customer contacts, determine which opportunities deserve investment, form teams, personally lead priority captures, and establish accountability across the growth function.
The successful candidate will also understand that the VP title does not imply a large organization. Initially, this is a working executive position. Additional staff will be added only when supported by actual pipeline, task-order volume, and demonstrated business need.
First 30–60–90 Day Expectations
First 30 Days — Assess and Engage
• Learn S2’s major customers, contracts, past performance, capabilities, and competitive position.
• Review every active IDIQ/GWAC vehicle and current pipeline opportunity.
• Meet S2 operational, finance, contracts, and customer-engagement leadership.
• Identify the strongest and weakest areas of the current pipeline.
• Establish direct contact with priority industry partners and relevant external relationships.
• Assess existing growth personnel, tools, and processes.
• Recommend immediate opportunities to accelerate, redirect, or stop.
Days 31–60 — Rebuild and Position
• Produce a prioritized, defensible growth pipeline tied to customer demand, S2 positioning, and realistic probability of success.
• Establish clear ownership, next actions, and external-engagement plans for priority pursuits.
• Develop a portfolio strategy for S2’s major IDIQ vehicles.
• Build or refresh partner networks around the highest-value vehicles.
• Establish the growth operating cadence, pursuit gates, and executive reporting format.
• Define the near-term organizational structure and identify any critical staffing gaps.
• Personally lead priority customer, partner, and teaming engagements.
Days 61–90 — Execute
• Have priority IDIQ/task-order teams actively pursuing identified opportunities.
• Demonstrate measurable external engagement rather than primarily internal analysis.
• Establish repeatable opportunity intake, qualification, capture, and proposal-transition processes.
• Present a 12-month growth plan with target customers, priority vehicles, opportunity pipeline, teaming strategy, staffing needs, and investment requirements.
• Recommend the long-term growth-team structure based on demonstrated workload and market opportunity.
• Establish measurable performance expectations for every member of the growth organization.
