Job Description

Duties

The primary purpose of this position is: As part of the COMUSAFE-AFAFRICA Personal Staff, the Associate Director provides strategic advice, communications expertise, and time-critical project support to the Commander, Deputy Commander, Command Chief, and Chief of Staff, also known as the Command Team. The incumbent assists the Command Team through the development of strategy, senior leader messaging, and shaping international and legislative engagements. Specifically, the Associate Director coordinates, manages, and prepares the Command Team for Key Leadership Engagement (KLE) events with European and African dignitaries, component staffs, civic leaders, government officials, and military defense industry partners.

Duties
  • Leads the development and coordination of the Key Leadership Engagement (KLE) process planning, approval, and execution.
  • Serves as the Command Legislative Liaison. Briefs and works with members of Congress and their staffs on behalf of COMUSAFE-AFAFRICA and prepares the Command Team for Congressional engagements.
  • Engages and coordinates with USAFE-AFAFRICA, Air Force, and DoD staff on issues and directives impacting operations.
  • Serves as speechwriter and conference planner for high-visibility conferences at the highest levels of military leadership, visits, and engagements.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Previous experience working in the European or African theaters is highly desirable. Executive officer experience is highly desirable.
  • PCS is authorized, Locally Funded and will be paid for by the unit.

  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays, travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced management and organizational principles and practices, along with comprehensive knowledge of planning, programming, and budget regulations, guidelines, and processes; expert knowledge of the USAFE-AFAFRICA, EUCOM, and AFRICOM missions, force structure, and strategic objectives, including a deep understanding of the political, military, and social climates of the European and African theaters; knowledge of military command structure, missions, programs, organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of issues related to USAFE-AFAFRICA, including the political and social climate of the European and African theaters, and Air Force Core Functions.
2. Knowledge of military command structure, missions, programs, organizational relationships, and methods of evaluating the effectiveness of planning actions related to actual events.
3. Advanced knowledge of European and African security issues and related U.S. foreign policy issues, to verify the accuracy of information included in speeches, papers, and legislative responses.
4. Skill in designing and conducting comprehensive studies, and preparing solutions to broad, important, and severe military operational and contingency areas.
5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships with senior military, civilian, and congressional leaders.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
