Introduction:
Our client's mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic freedom, and investments in their citizenry. Our client's partner countries enter into a five-year agreement (Compact) that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives. Their model is defined by core principles, of selectivity, country ownership, transparency, and a focus on results.
This PSC position is in the Administrative Services Division (ASD) within the Department of Administration and Finance (A&F) and reports to the Managing Director. The PSC shall be required to provide budget management and contract administration support for the Administrative Services Division which includes office services, facilities management, and records and information management functions.
Major Duties and Responsibilities
Provide budget planning, charging and cost recovery support. Track past, present, and future expenses. Analyze expenses to ensure adequate funds are programed to meet division needs.
Review financial requests, assess tradeoffs, and explore funding methods.
Develop budget summaries, conduct analyses, and present recommendations to the Managing Director or other stakeholders.
Plans, designs, and conducts alternative analyses and risk assessments. Provide vendor management services as appropriate to ensure the quality of facility services. Take actions necessary to maintain or improve the quality, quantity, and cost effectiveness of ASD operational services.
Capture, analyze, and report on statistical data relating to facility and contract operations. Contribute to reports and presentations on program and related efforts. Conduct briefings on budget, acquisition activities, alternatives analyses, statistical analyses or other areas assigned.
Maintain liaison with vendors, partners, and stakeholders, the latter includes customers and other agencies. Support other division functional areas such as personal property tracking, fleet and asset management, event coordination, building maintenance, office supplies, furniture, printers/copiers, government Purchasing Cards (P-Cards).
Performs other related duties as assigned.
Factor 1 - Knowledge Required by the Position
• Financial analysis of the full range of administrative services expenditures.
• Knowledge of federal acquisition policies and procedures sufficient to work directly with contracting officers on ASD's procurements, e.g., GSA schedules, principles of full and open competition, COR duties, etc.
• Knowledge of federal legislation related to federal budgeting.
• Demonstrated ability for attention to detail and Ability to apply/use Microsoft Excel
Ability to apply/use relational database software (e.g., MS Access or similar), data analytics tools (e.g., PowerBI), and SharePoint or similar collaborative software.
Factor 2 - Supervisory Controls
The PSC reports directly to the Managing Director of ASD who provides administrative direction with assignments based on broadly defined missions or functions; and independently plans, designs, and carries out major projects. Work is reviewed for fulfillment of ASD's program objectives and effect of MCC's objective. The supervisor or higher-graded staff provide on-going assistance/guidance on issues or assignments for which precedent studies are not available. The employee plans, coordinates, and carries out the successive steps in fact- finding and analysis of issues in accordance with accepted office policies, applicable precedents, organizational concepts, management theory, and occupational training. Work is reviewed in-progress and upon completion for conformance with overall requirements, contribution to the study objectives, consistency of facts and figures, choice of analytical methods, and practicality of recommendations.
Factor 3 - Guidelines
Guidelines consist of procedures, policies, and manuals covering the application of analytical methods and techniques, and reference material, instructions, and regulations covering the subjects involved. The guidelines are not completely applicable to the work or have gaps in specificity, requiring the employee to use judgment in choosing, interpreting, and adapting guidelines to specific issues or subjects studied.
Factor 4 - Complexity
The workload will consist of a variety of duties to plan and direct work efforts to address issues where existing policies and precedents do not exist. The PSC determines what needs to be done by conducting research and analysis to assess the nature and scope of problems/issues and to develop comprehensive solutions. These changes typically result from continuing changes in priorities and planning within ASD and the need to make financial and contractual adjustments to accommodate these changes. The PSC develops new standards, methods, and techniques and conceives solutions to financial, budgetary, and policy issues. The work frequently involves integrating the activities of multiple specialty areas.
Factor 5 - Scope and Effect
The purpose of the work is to identify, analyze, and make recommendations to resolve conventional program or organizational issues, problems, or situations. The employee is assigned portions of broader studies or participates in the evaluation of program effectiveness at the operating or local level. Completed reports and recommendations influence decisions by higher-graded specialists or managers concerning administrative or program operations.
Factor 6/7 - Personal Contacts/Purpose of Contacts
The PSC's contacts will include personnel from other Departments and Divisions, contractors, vendors, members of professional organizations, and representatives from other government agencies. The incumbent may attend committee and working group meetings, conferences, and seminars with high-ranking officials and will be required to make presentations on subjects related to the position.
The PSC must be able to identify, evaluate and resolve conflicting objectives, and must be able to identify policy infractions and to elevate them for management resolution. The PSC is expected to recommend, debate, and consider alternate approaches, allowing MCC project sponsors the maximum flexibility possible within the constraints established by the agency's and the division's policies, procedures, and standards.
The work of the PSC requires extensive coordination and support from other experts within and external to the ASD. The PSC must be able to successfully articulate problems and their analysis and solutions.

The work is primarily sedentary, although some walking, bending, or carrying of light items may be involved.

Telework/Remote Work – The position is telework/remote work eligible. However, an in-office
