Position Overview:
TEKsystems is seeking an experienced IT Infrastructure Project Manager to support a critical Department of Defense network modernization initiative in Okinawa, Japan.
This position will lead complex IT infrastructure projects supporting the modernization of the Marine Corps enterprise network across the Pacific. Projects may include network and circuit cutovers, 5G implementations, data cutovers, telecommunications upgrades, and other large-scale infrastructure initiatives.
The ideal candidate combines a strong IT infrastructure background with proven project management experience. You will work closely with technical planners and engineers to translate technical requirements into executable project plans, then lead those projects from planning through implementation and operational handoff.
This is a highly visible role requiring coordination across military personnel, government civilians, contractors, technical teams, and senior military leadership.
Key Responsibilities:
- Lead IT infrastructure projects from initiation through implementation and final operational handoff.
- Manage network, circuit, telecommunications, 5G, and data cutover initiatives.
- Translate technical requirements provided by IT planners and engineers into actionable project plans.
- Develop and maintain project schedules, milestones, dependencies, deliverables, and resource plans.
- Coordinate activities across technical teams, contractors, military personnel, government civilians, vendors, and other stakeholders.
- Manage project scope, schedule, resources, budgets, risks, issues, and change-control activities.
- Plan and facilitate project status meetings and technical implementation reviews.
- Track project progress using tools such as Microsoft Project and Microsoft Planner.
- Identify project risks and dependencies and develop appropriate mitigation and contingency plans.
- Coordinate implementation and cutover activities to minimize impact to operational environments.
- Develop project metrics and communicate overall project health to stakeholders.
- Prepare and deliver project status, risk, schedule, and decision briefings to senior military and government leadership.
- Ensure project execution remains aligned with customer requirements, contractual obligations, and long-term mission objectives.
- Provide project management guidance and mentorship to customer, technical, and vendor teams.
Required Qualifications:
- Active Secret security clearance.
- 10+ years of overall IT experience.
- 3+ years of project management experience supporting technical or IT initiatives.
- Experience managing IT infrastructure or network-related projects.
Experience supporting initiatives such as:
- Circuit or network cutovers
- Network/data migrations
- Telecommunications implementations
- 5G deployments
- Enterprise infrastructure upgrades
- Demonstrated ability to manage projects end-to-end, from initial requirements through implementation.
- Experience coordinating cross-functional technical teams and multiple stakeholder organizations.
- Experience managing project schedules, scope, risks, resources, dependencies, and change.
- Experience with project management/tracking tools such as Microsoft Project and/or Microsoft Planner.
- Ability to understand technical information from infrastructure engineers and planners and translate it into executable project plans.
Certification Requirements:
- Project Management Professional (PMP) certification
- Candidates with relevant Agile or Scrum certifications and strong demonstrated project management experience may also be considered based on overall qualifications.
Preferred Qualifications:
- Previous experience supporting DoD, U.S. military, or federal IT environments.
- Previous military project, program, communications, or IT leadership experience.
Experience working with a combination of:
- Active-duty military personnel
- Government/GS civilians
- Defense contractors
- Telecommunications providers
- Network engineering teams
- Experience briefing senior military officers and government leadership.
- Previous experience supporting large-scale network modernization or telecommunications programs.
- Familiarity with military command structures and operational IT environments.
- Prior experience supporting projects within the INDOPACOM/Pacific theater.

- You do not need to be the engineer configuring every network device.
