Work Location & Travel
This is a fully on-site position in Wahiawa, Hawaii. This position is not remote or hybrid, and the selected candidate is expected to report to the facility daily, Monday through Friday, while providing leadership and oversight of 24x7 operations.
Some travel may be required to the company's headquarters in Virginia and to NOC East in Pensacola, Florida, for meetings, training, operational coordination, or other mission requirements.
The anticipated salary range for this role is $165,000 to $173,000 annually. The anticipated salary range for this position is provided in accordance with applicable pay transparency laws. The final starting salary will be determined based on a variety of job-related factors, including the selected candidate's qualifications, skills, relevant experience, education, certifications, and work location (where applicable), as well as internal equity and market considerations.

Essential Duties and Responsibilities
NOC Operations & Mission Readiness
- Provide overall operational leadership for the NOC and ensure effective 24x7x365 monitoring and support of mission-critical services.
- Supervise and manage a team consisting of nine on-site Watch Operators supporting 24x7 operations and six Subject Matter Experts supporting Monday–Friday operations.
- Establish operational priorities and ensure adequate staffing, coverage, and workload distribution.
- Ensure systems, hardware, configurations, and data flows remain operational, secure, and in a hot-standby/readiness posture to support MSC fleet requirements.
- Monitor operational performance and ensure services are delivered in accordance with established Performance Work Standards (PWS), task requirements, procedures, and contractual obligations.
- Identify operational risks and develop mitigation strategies to maintain service availability and mission continuity.
- Provide after-hours and surge support when required by mission or operational conditions.
Personnel Leadership & Management
- Provide day-to-day leadership, direction, and technical guidance to NOC personnel.
- Manage staffing, schedules, workload assignments, and operational coverage.
- Review and approve employee timesheets and ensure accurate reporting of labor and project activities.
- Conduct performance reviews, provide coaching and feedback, and administer formal counseling when appropriate.
- Identify personnel development and training requirements and promote professional growth.
- Foster a professional, collaborative, safety-conscious, and mission-focused work environment.
- Ensure personnel comply with applicable company, government, security, safety, and operational requirements.
Operational Compliance & Quality Assurance
- Conduct routine and detailed reviews of operational tracking tools to ensure information is current, accurate, complete, and actionable.
- Monitor accomplishment of Performance Work Standards, task lists, operational requirements, and project deliverables.
- Maintain operational documentation, reports, logs, metrics, and records necessary to demonstrate compliance and performance.
- Identify deficiencies, recurring issues, and opportunities for process improvement.
- Develop and implement corrective actions when operational or performance requirements are not being met.
- Ensure consistent procedures and operational standards are maintained across NOC locations.
Incident Management & Service Restoration
- Oversee the response, tracking, escalation, and resolution of incident and trouble-call tickets.
- Ensure incidents are prioritized appropriately based on mission impact and restored as efficiently as possible.
- Coordinate with technical teams, government personnel, and other stakeholders during significant incidents and outages.
- Monitor recurring incidents and recommend corrective or preventive actions.
- Ensure accurate and timely ticket documentation, escalation, resolution, and closure.
- Support root-cause analysis and after-action reviews for significant operational events.
Cross-Site Coordination & Collaboration
- Maintain close coordination with NOC East in Pensacola, Florida, ensuring consistent operational practices, procedures, and service delivery.
- Participate in cross-site planning, staffing coordination, technical discussions, and operational reviews.
- Facilitate communication and knowledge sharing between NOC locations and technical teams.
- Support standardization of procedures, reporting, monitoring, and operational processes across sites.
- Coordinate with corporate leadership and program management on organizational initiatives and operational requirements.
Program & Project Support
- Perform assigned Project Manager and Operations Manager responsibilities in coordination with the MNOC Lead.
- Serve as a liaison between site personnel, program leadership, corporate management, and government stakeholders.
- Support implementation of corporate directives, program initiatives, process changes, and infrastructure improvements.
- Evaluate operational requirements and submit recommendations or proposals for infrastructure, process, and service improvements.
- Track assigned projects, action items, deliverables, and milestones through completion.
- Provide management with status updates, operational metrics, risks, and recommendations.
Security & Infrastructure
- Ensure NOC hardware, configurations, systems, and data flows comply with applicable security policies, technical standards, and established procedures.
- Maintain systems in a secure and operationally ready condition.
- Coordinate with cybersecurity and technical personnel to address vulnerabilities, security concerns, configuration issues, and operational risks.
- Ensure personnel follow applicable security requirements when handling systems, data, equipment, and classified information.
- Support security inspections, assessments, audits, and corrective-action activities as required.
Facilities, Safety & Logistics
- Ensure the NOC facility remains safe, secure, orderly, and operationally ready.
- Ensure facility upkeep, cleanliness, and appropriate working conditions.
- Monitor site safety requirements and promptly address safety concerns.
- Ensure adequate supplies, equipment, and materials are available to support operations.
- Submit timely purchase orders and supply requests in accordance with established company procedures.
- Implement and manage the applicable Inclement Weather Plan when required.
- Maintain accountability for personnel safety during normal and emergency operations.
Reporting & Communication
- Prepare and submit operational reports, status updates, metrics, and performance information to leadership and government stakeholders as required.
- Communicate significant incidents, operational risks, staffing concerns, and service-impacting conditions promptly.
- Maintain effective communication with personnel across all shifts.
- Conduct or participate in operational meetings, briefings, reviews, and planning sessions.
- Ensure accurate turnover between shifts and effective communication of outstanding issues and priorities.
Required Qualifications
- 8+ years of IT experience, with at least 3 years of recent leadership or supervisory experience.
- High school diploma or equivalent.
- Demonstrated experience leading IT, NOC, network operations, systems administration, or mission operations personnel.
- Experience managing teams supporting 24x7x365 operations.
- Strong understanding of IT infrastructure, network operations, incident management, and service availability.
- Demonstrated ability to manage multiple priorities in a high-tempo, mission-critical environment.
- Experience with operational tracking, reporting, compliance monitoring, and performance metrics.
- Strong written and verbal communication skills.
- Demonstrated ability to work effectively with government customers, technical teams, management, and geographically dispersed personnel.
- Ability to provide leadership during outages, emergencies, surge operations, and other high-priority events.
- Ability to travel periodically to corporate headquarters in Virginia and NOC East in Pensacola, Florida.
- Active Top Secret security clearance required.
Certification Requirements
- DoD IAT Level III certification or equivalent, in accordance with applicable DoD cybersecurity requirements.
Preferred Qualifications
- Bachelor's degree in Information Technology, Computer Science, Information Systems, Cybersecurity, Engineering, or a related technical discipline.
- Prior experience supporting Department of Defense or U.S. Navy programs.
- Experience supporting a Network Operations Center, Mission Network Operations Center, Command Center, or similar 24x7 operational environment.
- Experience with DoD network operations, cybersecurity, communications, or enterprise infrastructure.
- Experience managing geographically dispersed or cross-site technical teams.
- Experience with IT service management (ITSM), incident management, and ticketing systems.
- Experience developing operational procedures, performance metrics, SOPs, and process-improvement initiatives.
- Prior military communications, network operations, information technology, or technical leadership experience is highly desirable.
