Personnel Security Specialist (6228)

Old Harbor Solutions,a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Security Specialist with a Top-Secret Clearance to join our Team in Springfield, VA.

POSITION RESPONSIBILITIES:

• Review and evaluate security applications submitted for personnel security processing.
  
• Initiate investigative processing appropriate to the position sensitivity and/or level of security clearance required; review forms for accuracy and completeness.
  
• Conduct pre-employment checks to complete the intake process, including Central Verification System (CVS), Defense Information Systems for Security (DISS), Joint Verification System (JVS), credit bureau checks, and citizenship checks, as applicable.
  
• Obtain prior investigation files and verify existing security clearance access, as applicable.
  
• Review, evaluate, and adjudicate reports of investigation, personnel files, and other records to assist Personnel Security Adjudicators in determining eligibility for security clearances and/or sensitive positions.
  
• Use databases and advanced technology systems to gather and review personnel security information, including OPM NP2 Portal, Personnel Investigation Processing Systems (PIPS), CVS, and DHS ISMS.
  
• Analyze data and apply applicable laws, regulations, policies, and procedures while exercising sound judgment, consistency, and attention to detail.
  
• Coordinate with internal and external personnel to carry out activities supporting the personnel security program.
  
• Process Security Executive Agent Directive (SEAD) 3 reporting and Continuous Evaluation (CE) program reports and alerts, as required.
  
• Review completed fitness pre-appointment packages and make risk-based assessments and recommendations for pre-appointment determinations in accordance with applicable federal policies and regulations.
  
• Review completed investigations and inquiries from various providers and sources and make recommendations regarding fitness, eligibility for sensitive positions, and/or eligibility for classified information.
  
  

POSITION REQUIREMENTS:

• US Citizen
  
• Ability to pass a pre-employment background check
  
• The PSS must be favorably adjudicated for a Top-Secret Clearance position and enrolled in a CE program to support role.
  
• Minimum of Two (2) years of experience adjudicating suitability and national security background investigations of varying levels of complexities.
  
• Must have the demonstrated ability to apply high technical knowledge in solving complex problems and applies law, regulation, policy, and procedures to personnel security programs.
  
• Ability to work independently and with minimal supervision.
  
• Must be organized and have excellent oral and written communication skills commensurate with the demands of the personnel security specialist position.
  
• Demonstrated ability to compose letters of action to include LOI, NOT, NOPA, and NOD's.
  
• Successful completion of an accredited Basic and Advanced Suitability and National Security Adjudication Courses. Advanced Suitability Course must be completed within 6 months of onboarding, if not already received.
  
• Demonstrated ability in the efficient use of Security Case Management Systems.
  
• Experienced user of Microsoft Office suite applications.
  
• Experienced user of NP2, DISS, and NBIS applications, with special emphasis on e-App, JVS, and CVS.
  
• Demonstrated ability to articulate and grammatically compose content using the English language.
  
• Ability to multi-task and handle heavy workloads.
