Duties

• Review plans, reports, and supporting materials to identify inconsistencies, missing information, and discrepancies in technical content.
• Analyze narrative text, data, tables, and graphics to make recommendations.
• Coordinate with authors and subject-matter experts to resolve document deficiencies.
• Edit plans and reports to ensure compliance.
• Rewrite technical text to improve clarity, organization, grammar, accuracy, and suitability.
• Draft or revise findings, conclusions, recommendations, and editorial comments.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires travel away from the normal duty station up to 25% of the time.

In order to qualify, you must meet the education and/or expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 pay band (GS-04 grade level equivalent), which includes preparing documents using desktop publishing software systems and reviewing documents for accuracy. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-01/GS-04).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree that included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. Combination of Education and Experience: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.(Note: You must attach a copy of your transcripts.)

• The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-05 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $93,316.00 including locality.
