Through the Strategic Analysis, Research and Development Branch, the contractor will perform the following functions:
- Plans, coordinates, and directs examination of financial aspects of the investigation in coordination with case agents, intelligence and other analysts, private industry officials, prosecuting attorneys, and federal, state, local, and foreign law enforcement agencies.
- Collaborates with investigators in gathering financial evidence, preparing affidavits related to financial analyses, and executing search and seizure warrants and/or courts associated with financial analyses.
- In coordination with case agents, incumbent provides prosecuting attorneys a thorough basis and language for the subpoena of financial records, gives significant input, and writes portions of search and seizure warrant affidavits and criminal indictments based on financial investigative findings, and meets independently with the prosecuting attorneys to discuss case strategies and other litigation support functions related to the financial aspects of the case.
- Serves as the main resource regarding forensic auditing/accounting issues during an investigation.
- Interprets implications on a vast number and variety of federal contracts/grants, financial transactions, and other corporate, business, and financial processes, associates, and record-keeping systems.
- Reconstructs business records to identify funding sources and circuitous series of interrelated transactions. Unravels highly sophisticated techniques for moving funds, shielding illegal activity, and disguising identities of individuals or groups involved. Analyzes mechanisms and indicators and deduces their contribution to planning and operations.
- This includes financial matters directly connected to criminal acts and conspiracies conducted by individuals and groups involved in business corporations, securities, and banking as well as those of legitimate business associates who may be unwitting contributors.
- Provides financial profile of individuals and/or groups identified in the participation of suspicious/illegal financial activity.
- Prepares interview question outlines related to the financial aspects of the investigation and significantly contributes, in secure and non-confrontational settings, to the interviewing of subjects and/or key witnesses.
- Develops new forensic accounting techniques that are applicable to various financial investigations ranging from domestic/international jurisdictional violations and other white-collar crimes.
- These new techniques should increase efficiency and effectiveness of in reviewing evidence, analyzing financial records, and preparing investigation reports related to financial findings.
- The impact of these techniques is seen within the office and interested third parties.
- Conducts intensive research in the forensic auditing/accounting field and shares the most applicable practices within OIG.
- Utilizes standardized forensic auditing workpapers for use in investigations and prepares financial reports based on investigative findings.
- Develops report formats that can be used for a variety of investigations and the content of the workpapers can be easily incorporated into pertinent investigative reports.
- Workpapers are developed using computer applications, to include Microsoft Excel, Microsoft Access, document management software, and other forensic auditing/accounting tools.
- Obtains additional forensic auditing/accounting training on a yearly basis to ensure incumbent is updated on the latest cost accounting rules, investigative techniques, and criminal trends.
- Also shares experience and expertise and conducts training and mentoring. Provides classroom-type instruction on forensic accounting topics.
- Provides guidance to inexperienced forensic accountants regarding forensic accounting techniques utilized in investigations.
- Suggests alternative ways to address issues encountered and guides forensic accountants to ensure they are incompliance with OIG policies and procedures, and applicable federal/state/law codes of conduct for conducting investigations.
- Suggest ideas on improving the OIG forensic accounting position. Serves on temporary duty assignments to work on a variety of financial investigations.
- Establishes new contacts at regional and national conferences to share best practices in the forensic auditing/ accounting field.
- Utilizes and maintains these contacts for future investigative, training, and liaison matters.
- Gives presentations about the OIG forensic accountant's position to senior management and interested third parties such as forensic accountants, attorneys, other law enforcement agencies.
- Demonstrates proficiency in computer programs, DOS financial/logistics systems, and knowledge of network systems that are part of financial fraud investigations.
- Incumbent possesses a strong familiarity with sophisticated accounting/auditing software programs such as QuickBooks, Teammate, Caseware, BankScan and other applicable programs.
- Maintains the ability to convert/utilize data from these programs for forensic accounting analysis and prepares financial investigative reports.
- Utilizes Scanwriter, or other similar OCR software, to convert bank/credit card statements into Microsoft Excel and utilizes flowchart programs such as i2 Analyst Notebook, or equivalent, for the purpose of documenting/depicting financial transactions.
- Acquires and uses a variety of analytical tools such as statistical/analytical computer software and database management systems for a more in-depth examination of entities involved with identified financial transactions.
- Develops methods and techniques for gaining access to and examinations of financial records, information, and transactions.
- Utilizes commercial and intelligence community resources to keep abreast of the latest methods and techniques for conducting sophisticated financial transactions.
- Maintains contacts and exchanges ideas with experts in private industry and other government agencies.
- Broad practical knowledge of criminal statutes, regulations, procedures, violations, and jurisdictions with respect to national and international financial investigations as well as processes and practices for subpoenas, affidavits, execution of search and seizure warrants, rules of evidence, chain of custody, and other judicial/legal proceedings.
- This includes OIG policies, methods, operations, and procedures associated with relevant investigative case types.
- Ability to use computer hardware and software tools for gathering and analyzing financial information, conducting analyses, managing investigative cases, and facilitating office operations, to include database management systems, statistical analytical software, Internet research techniques and information resources, office automation (spreadsheets, desktop publishing, Scanwriter, bank statement analysis, etc.) and electronic mail systems.
- Contractor may be required to provide testimony related to duties performed under this Statement of Work and may appear as a witness in a judicial or administrative proceeding with/without the issuance of a valid summons, subpoena, or other compulsory process.
