CONSTRUCTION MANAGER

Duties

• You will responsible for implementation of the government Quality Assurance (QA) Program, conducting QA/QC Coordination (Mutual Understanding) meetings, review of quality control plans and procedures and assessments of contractor performance.
• You will prepare Quality Assurance (QA) reports for each day construction site is visited; review Contractor's Quality Control Reports. Review Contractor submittals including shop drawings, samples, data, etc.
• You will perform Biddability/Constructability/Operability/Environmental reviews of proposed construction documents, enter comments into on-line comment database system and follows up on status.
• You will perform construction tasks in accordance with NAVFAC Construction Manager Handbook, current fiscal year NAVFAC Business Operations Plan (BOP) and all NAVFAC Business Management System (BMS) processes.
• You will obtain timely and cost effective projects through proper contract administration in accordance with contract requirements, policies and procedures.
• You will prepare cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule.
• You will prepare data and reports for purposes of providing progress status within electronic construction management system (eCMS) or eContracts as required, upward reporting and customers' organizations.
• You will obtain training and maintain qualification as Contracting Officer's Representative (COR), and fully execute responsibilities as COR as assigned.

• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to obtain and maintain a current valid United States driver's license.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Must demonstrate the ability to implement and manage government Quality Assurance programs; oversee and monitor active construction; administer contracts to ensure the timely and cost-effective delivery of projects; evaluate project variables to determine the necessity of contract modifications; and review and track contractor progress schedules to prevent project delays.

This position is also subject to a Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 11.88% and 13.12%, respectively. COLA and NFPD are subject to change without notice.
