Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing management advisory services to supervisors and managers on employee relations matters, including performance management, employee discipline, adverse actions, employee counseling, grievances and appeals, medical-related employment matters, the Civilian Employee Assistance Program, and Family and Medical Leave Act (FMLA) issues; 2) Advising management on collective-bargaining agreements, labor-management relations, grievances, unfair labor practices, negotiations, and conditions-of-employment issues; 3) Assisting supervisors with developing performance plans, performance elements, performance standards, performance improvement plans, coaching strategies, training materials, and progress-tracking methods; 4) Advising management officials on performance-based and conduct-based actions, including counseling, disciplinary actions, adverse actions, and performance improvement plans; and 5) Preparing employee relations case documentation, including counseling memoranda, performance improvement plans, disciplinary and adverse-action correspondence, grievance responses, and case files.

- You will provide advice to management on employee relations issues, such as performance management, employee discipline and counseling, adverse actions, grievances and appeals, medical cases, and disability separations.
- You will prepare formal correspondence on full range of disciplinary actions.
- You will assist employees, managers and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems.
- You will serve as the technical advisor to an attorney at hearings before the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Federal Labor Relations Authority (FLRA).
- You will provide guidance to management in maintaining relationships with labor organizations to include administering labor agreements, conferring with labor organizations on behalf of management and, processing controversial ULPs and grievances.
- You will maintain regular contact with union and management officials to discuss matters of mutual interest and attempts to resolve problems on an informal basis.
- You will review performance standards and performance appraisal documents for compliance with DoD and DON policies and with organizational practices and requirements.
