ARNG Recruiting and Retention Subject Matter Expert (6223)

Bennett Aerospace, Inc., a subsidiary of Three Saints Bay, LLC, is seeking an Army National Guard Recruiting and Retention Subject Matter Expert to support the development of a competitive federal proposal.

This is a temporary, part-time consulting opportunity focused on helping our proposal team understand and respond to an Army National Guard requirement involving the Guard Strength Enhancement Program, Reserve Component transition counseling, recruiting and accession support, and related program management and help desk functions.

The selected SME will provide operational insight into how the ARNG identifies, counsels, processes, and tracks Soldiers transitioning from the Active Component, Army Reserve, and Individual Ready Reserve into ARNG units. The SME will help ensure our proposed technical, staffing, management, and quality-control approaches reflect how this work is performed in the field.

Responsibilities

• Review the Performance Work Statement and related solicitation documents to identify operational requirements, risks, dependencies, and performance expectations.
• Advise the proposal team on ARNG recruiting, retention, accession, and Reserve Component transition processes.
• Explain the roles and working relationships among ARNG G1 organizations, Reserve Component Career Counselors, Transition Counselors, Recruiting and Retention Battalions, Interstate Transfer and In-Service Recruiting personnel, and gaining units.
• Help develop an operational approach for the Guard Strength Enhancement Program and Active Component-to-Reserve Component transitions.
• Provide insight into counseling Soldiers on ARNG and USAR opportunities, eligibility, benefits, incentives, entitlements, vacancies, assignments, and continued-service options.
• Advise on the preparation, review, quality control, approval, and tracking of accession and transition packets.
• Provide practical knowledge of relevant systems, including RETAIN, IPPS-A, iPERMS, MEDPROS, DPRO, AUVS, and related Army personnel systems.
• Help identify appropriate labor categories, qualifications, staffing levels, workload assumptions, and organizational relationships.
• Review proposed workflows for transition counseling, help desk support, system-access requests, production reporting, Soldier tracking, and issue resolution.
• Assist in developing realistic performance metrics and quality-control methods for counseling, packet processing, accessions, customer support, reporting, and vacancy management.
• Review proposal content for operational accuracy, completeness, and alignment with ARNG and Department of the Army policies and practices.
• Participate in proposal strategy sessions, solution-development meetings, and draft reviews as needed.

Required Qualifications:

• Former Army or Army National Guard service with substantial experience in recruiting, retention, career counseling, military personnel, strength management, or Reserve Component transition operations.
• Direct knowledge of ARNG recruiting and retention processes and the accession of Soldiers into Army National Guard units.
• Experience supporting Soldiers transitioning from the Active Component, Army Reserve, or Individual Ready Reserve.
• Working knowledge of Army accession, reenlistment, assignment, vacancy, and personnel-readiness processes.
• Familiarity with applicable Army and National Guard policies, including AR 601-280 and related accession and transition guidance.
• Ability to translate operational experience into clear recommendations for proposal writers and business-development personnel.
• Strong written and verbal communication skills.
• Availability to support a time-sensitive proposal effort on a part-time consulting basis.

Preferred Qualifications

• Prior service in an Army 79-series MOS, particularly 79T, 79S, 79V, or 79R.
• Completion of the Reserve Component Transition NCO course or award of ASI 4R.
• Experience serving as a Reserve Component Career Counselor, ARNG Recruiting and Retention NCO, Career Counselor, Transition Counselor, or ARNG G1 staff member.
• Direct experience with the Guard Strength Enhancement Program.
• Experience using RETAIN, IPPS-A, iPERMS, MEDPROS, DPRO, AUVS, or comparable Army personnel systems.
• Experience processing or reviewing ARNG or USAR accession and transition packets.
• Knowledge of ARNG strength-management, vacancy identification, incentives, Interstate Transfer, In-Service Recruiting, and Soldier assignment processes.
• Prior experience supporting a federal proposal, performance work statement review, staffing solution, or technical approach development.
• Experience overseeing geographically dispersed recruiting, retention, or transition-support personnel.
