Job Description
Requirements:
• 8–10 years of progressive experience in Federal/DoD business development, capture management, and proposal development (will be flex on years for the right person)
• Proven track record winning prime and/or subcontract awards valued at $5M–$50M+.
• Direct experience supporting business development/capture within at least one target market: USAF, USSF, U.S. Army, DISA, or broader DoD.
• Bachelor’s degree in Business Administration/Management, Computer Science, MIS, IT, or related field.
• Strong knowledge of Federal/DoD acquisition processes, procurement vehicles, and contract types including FFP, CPFF, CPAF, and T&M.
• Experience with SAM.gov, GovWinIQ, GSA eBuy, Microsoft 365, and SharePoint.
• U.S. Citizenship required.
• Active Top Secret clearance preferred, or ability to obtain and maintain a TS clearance.
• Strong written, verbal, executive presentation, and relationship-building skills.
Desired:
• Active TS/SCI clearance.
• Shipley Associates, APMP, or similar BD/Capture certification.
• Existing customer relationships within AFLCMC, Space Systems Command, Army Futures Command, or DISA.
• Experience with OTA and SBIR/STTR acquisition pathways.
• Established network across DoD customers, industry partners, and potential teaming partners.
Responsibilities:
• Identify, qualify, and develop a multi-year pipeline of prime and subcontracting opportunities across DoD accounts.
• Lead the full capture lifecycle from opportunity identification through award.
• Develop capture strategies, competitive assessments, Black Hat reviews, price-to-win strategies, win themes, and solution positioning.
• Build relationships with government acquisition officials, Contracting Officers, Program Managers, and industry partners.
• Develop and negotiate teaming arrangements, subcontractor relationships, and strategic partnerships.
• Collaborate with technical SMEs, pricing, proposal teams, and executive leadership throughout the pursuit process.
• Participate in Pink, Red, and Gold proposal reviews.
• Present capture plans, risks, resource needs, and ROI projections during executive gate reviews.
• Track agency budgets, procurement trends, contract vehicles, competitor activity, and government spending priorities.
• Maintain accurate opportunity and pipeline information within the company CRM.
