PRISM is seeking a Lead AI Engineer who is designated as Key Personnel for this engagement. This position is essential to the successful delivery of the agency's enterprise AI strategy and cannot be substituted without prior written approval from the Contracting Officer or designated representative. The Lead AI Engineer/Developer will serve as the primary technical authority for the deployment, governance, and optimization of the agency's AI ecosystem, ensuring alignment with mission objectives, security mandates, and compliance requirements. This is a hybrid position requiring 3 days on site in Washington, D.C.

RESPONSIBILITIES
1. Azure AI Foundry Expertise

• Provide deep technical expertise and demonstrated experience deploying, configuring, and operating AI solutions using Azure AI Foundry, including:
• Model orchestration and evaluation pipelines
• Deployment patterns and retrieval augmented generation (RAG)
• Data integrations and responsible AI controls
• Design, deployment, and management of Agentic AI systems (AI Agents), including multi-step workflow agents, tool-using agents, and autonomous orchestration patterns supported by Azure AI Foundry.

2. Microsoft Ecosystem AI Deployment

• Demonstrate proficiency in deploying, governing, and operationalizing enterprise- scale AI capabilities across the Microsoft ecosystem, including but not limited to:
• M365 Copilot
• Relevant Azure AI, data, security, and identity services

3. Governance, Security & Compliance

• Serve as the technical lead responsible for integrating, and operationalizing components of the agency's AI ecosystem, ensuring alignment with:
• Enterprise governance frameworks
• Cybersecurity requirements
• Privacy standards
• Data classification policies
• Ensure compliance with federal security, privacy, and governance standards.

4. Collaboration & Solution Design

• Collaborate closely-through the federal AI Architects to:
• Design, refine, and optimize AI-enabled solutions, workflows, and operational processes
• Establish prompt engineering standards
• Refine use cases and develop evaluation methodologies
• Identify measurable mission benefits

5. Performance & ROI Measurement

• Ensure solutions deliver demonstrable value aligned with agency mission outcomes.

6. Continuous Optimization

• Provide continuous improvement of deployed AI capabilities, including:
• Model refinement and prompt enhancement
• Model exchange strategies
• Performance tuning and long-term capability maturation

8. Solution Blueprint Development

• Develop and maintain detailed, visually clear architecture diagrams that represent the design, flow, and integration of AI-based systems within the enterprise ecosystem.

9. System Integration Design

• Illustrate how AI models, data pipelines, APIs, cloud services, and other components interact and scale to meet business goals.

10. Change Management

• Manage AI solution deployment lifecycles, recommend updates, submit change requests, maintain current versioning, and mitigate vulnerabilities within the Commission's service level agreements.

11. Oral Communication

• Express information effectively to individuals or groups, adapting to audience and context (technical, sensitive, or controversial).
• Deliver clear and convincing presentations, actively listen, and respond appropriately to verbal and nonverbal cues.

12. Problem Solving

• Identify problems, assess accuracy and relevance of information, apply sound judgment to generate and evaluate alternatives, and make actionable recommendations.

REQUIRED QUALIFICATIONS (SKILLS/EDUCATION):

• Proven experience managing enterprise AI environments in secure, regulated environments.
• Demonstrated, hands-on expertise with Azure AI Foundry, including deploying AI solutions, configuring agentic workflows, managing evaluation pipelines, and operationalizing production?grade AI capabilities.
• Proven experience transforming business use cases into deployed AI solutions, including gathering and analyzing requirements, selecting the appropriate technologies, and delivering a fully implemented and operational capability
• Deep experience with the Microsoft Copilot ecosystem, including M365 Copilot, Copilot Studio, Security Copilot, and integration with Azure data, security, and identity services.
• Strong background in AI governance, compliance, and responsible AI practices, ensuring all solutions adhere to enterprise controls and regulatory requirements.
• Excellent communication, problem?solving, and change?management skills, enabling smooth adoption and sustained use of AI capabilities across the agency.
• Build and optimize RAG (Retrieval-Augmented Generation) solutions using Azure AI Search, vector indexes, embeddings, and semantic ranking.
• Implement agentic workflows using Foundry Agent Service and Foundry IQ knowledge bases.
• Build MCP servers and tools enabling universal integration between AI apps and enterprise systems.
• Proficiency in Python or TypeScript/JavaScript for building AI agents, functions, APIs, and MCP servers.
• Will not be overseeing any individuals.
