Blu Omega is seeking an IT Project Manager to support the CMS MSI Program mission. This role is responsible for coordinating and tracking technical delivery initiatives within the CMS Marketplace ecosystem, focusing on the Agent/Broker pathway and enrollment processes.

Program Overview:
Supports CMS Marketplace system-of-systems (ACA platform), a long-term, high-visibility initiative within CMS.

Responsibilities

• Coordinate project activities across technical teams, business stakeholders, and client leadership
• Track project milestones, deliverables, risks, issues, dependencies, decisions, and action items
• Identify potential upstream and downstream impacts when changes are introduced across interconnected applications, databases, integrations, and data flows
• Participate in technical discussions, recognizing potential delivery, integration, data, or operational risks that should be escalated or investigated
• Support cross-system initiatives involving application changes, database changes, migrations, and modernization efforts
• Develop and maintain project plans, status reports, executive presentations, risk summaries, decision materials, and other leadership-facing deliverables
• Translate technical discussions into concise updates, risks, dependencies, decisions, and recommended next steps for technical and non-technical audiences
• Maintain Jira and Confluence environments supporting program delivery, including tickets, documentation, pages, page trees, macros, and overall content organization
• Help organize and continuously improve program documentation as systems and delivery priorities evolve
• Support Agile delivery activities-backlog tracking, sprint coordination, dependency management, and cross-team communication
• Work directly with client stakeholders and technical delivery teams to maintain alignment and surface issues early
• Apply understanding of current AI technologies and terminology to effectively participate in AI-enabled capabilities discussions

Required Qualifications

• 5+ years supporting technical programs, IT project management, business analysis, or related initiatives
• Experience coordinating complex technology projects involving multiple systems, teams, and dependencies
• Strong project management skills including tracking deliverables, schedules, risks, issues, and dependencies
• Extensive Jira and Confluence experience-creating, modifying, organizing pages, macros, and maintaining documentation
• Ability to develop executive reports, dashboards, and decision-support materials
• Foundational understanding of technical architecture including applications, databases, APIs, integrations, and cloud environments
• Ability to understand how changes impact systems, data, and business processes upstream/downstream
• Comfortable participating in technical discussions and recognizing potential risks or dependencies
• Working knowledge of AWS or similar cloud environments; familiarity with cloud terminology
• Strong understanding of current AI concepts, capabilities, and terminology
• Excellent written and verbal communication skills for technical and executive audiences
• Ability to interact professionally with government clients and senior stakeholders
• Bachelor's degree in information technology, business, computer science, or a related field
• Ability to obtain and maintain a Public Trust clearance

Preferred Qualifications

• Experience supporting CMS, federal Marketplace, or healthcare programs
• Familiarity with Agent/Broker and enrollment processes within CMS Marketplace
• Experience working on cross-system modernization, database migrations, or integrations
• Knowledge of Marketplace fraud, enrollment integrity, or related initiatives
• Supporting AI-enabled programs or initiatives involving AI technologies
• Project Management Professional (PMP), PMI-ACP, Certified ScrumMaster, SAFe, or similar certification

Compensation

• Salary Range: $105,000.00 - $125,000.00
• Final compensation based on technical skills, experience, education, certifications, and clearance
