SAIC is seeking a Senior Program Analyst to provide senior-level cost, financial, programmatic, and business-analysis support for ammunition programs and other defense acquisition efforts at Picatinny Arsenal, New Jersey. The analyst will serve as a liaison among program management, planning organizations, project teams, Government stakeholders, contractors, and subcontractors, supporting informed decisions related to cost, schedule, performance, and readiness.

SAIC is seeking a Senior Program Analyst to provide senior-level cost, financial, programmatic, and business-analysis support for ammunition programs and other defense acquisition efforts at Picatinny Arsenal, New Jersey. The analyst will serve as a liaison among program management, planning organizations, project teams, Government stakeholders, contractors, and subcontractors, supporting informed decisions related to cost, schedule, performance, and readiness.
- Prepare independent life-cycle cost estimates using the Automated Cost Estimating Integrated Tools (ACEIT) suite for ammunition programs of record and assess the reasonableness of Program Manager baseline estimates.
- Conducting cost-benefit analyses, business case analyses, return-on-investment analyses, breakeven analyses, and Independent Government Cost Estimates.
- Apply Cost Estimating Relationships, analogies, cost factors, learning-curve analysis, sensitivity analysis, uncertainty analysis, and other accepted estimating techniques.
- Perform Earned Value Management analysis, track Acquisition Program Baseline cost thresholds, assess financial execution, and identify risks or corrective actions affecting program cost, schedule, and performance.
- Support strategic planning, workload modeling, efficiency studies, research, fact-finding, and business-process improvement efforts in support of the Product Manager for Maneuver Ammunition Systems.
- Evaluate workflows, information requirements, internal controls, organizational processes, and performance measures; develop recommendations to improve cost efficiency and mission outcomes; and prepare reports and briefings for senior stakeholders.
- Independently analyze complex cost, budget, contractual, and operational issues; provide technical recommendations; and defend estimates and analytical findings to the Deputy Assistant Secretary of the Army for Cost and Economics or other designated validation authorities.
Qualifications
Qualifications:
- Bachelor's degree in Business, Finance, Computer Science, Information Systems, or a related field and eight (8) years of relevant experience.
- Must have cost and financial analysis, life-cycle cost estimating, program analysis, acquisition support, business-case development, budget execution, and analysis of requirements impacts on cost, schedule, performance, and readiness.
- Must have experience supporting major defense acquisition programs, ammunition or weapon-system programs, ACEIT-based estimates, Earned Value Management, and senior acquisition reviews is preferred.
- Must be U.S. citizens and able to obtain and maintain a Secret security clearance.
